The Issue

Congressman Thomas Massie has announced he will introduce legislation to withhold federal funding from any municipality or police department that deploys Flock Safety cameras, or similar automated license plate reader (ALPR) systems, to continuously surveil law-abiding citizens.

As Massie stated: “I’ll soon be sponsoring a bill to withhold federal money from municipalities and police departments that deploy Flock (and other style) cameras to surveil law abiding citizens.” He has further emphasized that the federal government should not provide “security” grants to cities and departments that “turn their communities into a version of 1984.”

These systems create permanent, warrantless tracking databases of ordinary Americans’ movements. Massie’s approach would cut off the federal money that enables and expands this mass surveillance nationwide.
