Enact Daisy’s Law - Companion Animal Family Member Act
The Issue
In memory of Daisy, Daisy’s Legacy is advocating for stronger legal protections and recognition for companion animals. Daisy died after a preventable pharmacy error following her heart surgery, and despite the devastating loss, the law treated her as nothing more than property.
Our experience did not end there. We later adopted Roxie, a rescue dog who arrived severely underweight, traumatized, and terrified of human touch, likely the result of abuse, neglect, and irresponsible backyard breeding. Watching her slowly learn to trust again reinforced our belief that animals deserve far greater protection under the law.
These experiences inspired Daisy’s Law — Companion Animal Family Member Act, a proposal to recognize companion animals as sentient beings with protected welfare interests, strengthen breeder accountability, improve animal welfare standards, and help prevent abuse, neglect, and preventable harm.
Dogs and cats are more than property—they are sentient beings who feel pain, fear, and joy, and they are widely regarded as members of our families.
Yet current laws do not fully reflect this reality. Gaps in the system allow illegal breeding, consumer fraud, and preventable harm to animals to continue.
Daisy’s Law – Companion Animal Family Member Act is a practical, common-sense proposal to modernize animal welfare protections while remaining consistent with existing law.
This legislation would:
- Recognize dogs and cats as sentient beings with protected welfare interests
- Require courts to consider the best interest of the animal in custody disputes
- Allow court-appointed advocates in abuse and neglect cases
- Establish breeder licensing and oversight
- Create a comprehensive identification and traceability system, ensuring dogs and cats can be tracked from breeder to owner through microchipping and registration, including through shelters and rescues
Across the world, similar approaches have strengthened animal welfare, improved enforcement, and protected families from unethical breeding practices.
Daisy’s Law is not a radical change—it is a modern, practical step forward that:
