Climate change is no longer a distant threat—it is a present reality affecting communities across India. Rising temperatures, more frequent extreme weather events, changing rainfall patterns, and growing risks to public health, agriculture, water resources, livelihoods, biodiversity, and the economy are already affecting people, communities, and ecosystems across the country.

India has taken important steps to address climate change through climate policies, environmental laws, and international commitments. These efforts represent important progress. However, existing laws and policies do not provide a single, integrated legal framework specifically designed to address climate change. India still lacks a comprehensive Climate Change Act that establishes clear national responsibilities, strengthens accountability, coordinates climate action across sectors and levels of government, and provides long-term legal certainty for climate mitigation, adaptation, resilience, and sustainable development. Unlike policies alone, a comprehensive law can provide continuity, accountability, and consistency across present and future governments.

Climate change is already affecting the daily lives of millions of Indians. Farmers face increasingly unpredictable rainfall, families experience more frequent floods and heatwaves, communities struggle with water scarcity, and ecosystems that support livelihoods are under growing pressure. The decisions we make today will shape the well-being of present and future generations.

We respectfully call upon the Parliament of India, the Government of India, the Hon'ble Prime Minister of India, and the Hon'ble Minister of Environment, Forest and Climate Change to introduce, debate, pass, and implement a comprehensive Climate Change Act for India.

A comprehensive Climate Change Act should provide a strong legal framework that:

• Establishes clear national climate goals supported by long-term planning and regular review.
• Strengthens climate mitigation, adaptation, and resilience while promoting sustainable and climate-resilient development.
• Protects and restores forests, biodiversity, water resources, coastal ecosystems, and other natural carbon sinks.
• Promotes clean energy, innovation, scientific research, climate education, and evidence-based decision-making.
• Ensures transparency, accountability, regular climate reporting, and effective implementation.
• Strengthens coordination and cooperation among governments, institutions, businesses, civil society, and citizens while protecting vulnerable communities.

A comprehensive Climate Change Act would strengthen India's climate governance, support sustainable development, improve long-term climate resilience, and help safeguard people, ecosystems, and the economy for present and future generations.
