Elizabeth’s Law – Require Transparency and Safe Care in Nursing Homes”
The Issue
My name is Monique Huddleston, and I am fighting for justice for my mother, Elizabeth Casey, who nearly lost her life due to neglect, understaffing, and falsified medical records at The Avenue at Broadview Heights, a nursing home in Ohio.
In less than a year, my mother endured:
November 2024: She was given oxycodone, a medication she is allergic to, despite this being clearly listed in her chart.
January 2025: She was hospitalized with catheter complications, a direct result of improper care.
May 2025: I had to intervene when a staff aide refused to provide basic care and punished my mom by closing her door, which violated her care plan.
June 2025: My mother developed sepsis from a pus-filled Foley catheter due to neglect.
June 2025: Less than 24 hours after returning from the hospital, she was found unresponsive with a CO₂ level of 140 because her BiPAP machine was not used as ordered. Even worse, facility staff signed MAR/TAR records claiming the BiPAP was administered when it wasn’t. She had to be intubated and placed on a ventilator.
These incidents were not accidents. They were failures in basic, lifesaving care. This is why I moved my mother to another facility — out of fear of retaliation and continued neglect.
Why This Matters
This is not just about my mom. If this can happen to her, it can happen to anyone’s loved one. Across Ohio, families are trusting nursing homes with their parents and grandparents, but many facilities are dangerously understaffed. When aides call off, management often refuses to step in, leaving vulnerable residents without basic care. My mother’s story is proof that change is urgently needed — for every family who places their trust in these facilities.
What We’re Demanding
I’m calling for “Elizabeth’s Law” — new state requirements to ensure safer nursing homes.
Mandatory staffing contingency plans — when aides call off, management or other qualified staff must step in.
Stricter penalties for falsifying medical records (like MAR/TAR).
Mandatory care audits and oversight for high-risk patients who rely on life-saving equipment like BiPAP machines.
