The I-95 Traffic Count Data in the picture shows more people using I-95 in South Stafford between Route 17 and Route 3 than use I-95 in North Stafford. Those traffic counts demonstrate the need for a New Road with a River Crossing on the West side of I-95. I will try to get newer traffic count date.

The FAMPO East to West Mobility survey is our chance to tell elected officials in Fredericksburg, Stafford and Spotsylvania that we want a new river crossing with a regional plan that will create shorter alternate routes to reduce gridlock. (The Inner Connector!!!)

The ranking of the River crossing by itself in the Mobility Study is higher than any other single project and ranks #3 on the list when compared to combined multiple projects. The river crossing combined with a proposed interchange at Central Park ranks #2, but that interchange will not relieve traffic on Route 17 unless it includes a river crossing. See page 28 of the rankings.

The proposed interchange at Central Park doesn't meet Federal Highway Administration guidelines, because it's too close to two existing interchanges. It probably would not get FHWA approval.

Here are the Mobility Study preliminary findings for a Rappahannock River crossing at Celebrate Virginia.

"New Rappahannock River Crossing. In this project, a new Rappahannock River Crossing, likely in the vicinity of Celebrate Virginia Parkway North of the River and Silver Parkway South, would provide a new North-South connection on the West side of I-95. The regional and corridor-specific traffic impacts are described in Table 7. The new crossing would cause greater than 5 percent reduction in congested conditions and greater than 10 percent reduction in extremely congested conditions in the region. Routes like Warrenton Rd would see larger than 10 percent reductions in average V/C ratio."

I believe if they studied the entire Inner Connector Road and Trail Network it would compound the benefits to reduce traffic congestion even more on Route 3, Route 17, Route 1 and many existing Roads, but the Study is suggesting to 4 lane Truslow road Between Enon and Route 1, which would wipe out about 100 houses and not relieve traffic much as the Inner Connector. The acquisition costs for those houses is not estimated in the study either. The 1.6 Mile river Crossing by itself will not impact a single house.

The East to West Mobility study is proposing to demolish the 4 lanes and sidewalks on Chatham Heights Road and replace it with a two lane road with sidewalks and trails on both sides. I'm very concerned about reducing road capacity and believe the priority should be to build the trail or sidewalk on Route 17 and Butler Roads. I chose NO on the survey for trails on Chatham Heights Road, because it has four existing lanes and sidewalks on both sides. Page 74 of the study.
