CAR PARKING REDUCTION REFUSED BY COMMISSION 8 November 2019
An application to modify the Concept Plan area known as ‘Frasers Town Centre’ in Edmondson Park to reduce the car parking rate for two-bedroom dwellings from 1.2 spaces to 1 space per dwelling, was today refused by the state’s Independent Planning Commission. During the site inspection of ‘Frasers Town Centre’, the Commission identified a significant parking issue outside the commuter car parking area, including on the footpaths, verge and in No Stopping zones. Whilst the Commission acknowledges strategic policy supports the promotion of active travel and public transport usage, it noted that this area has higher car ownership rates compared to broader Sydney averages, and poorer levels of public transport access currently available in an emerging part of the South West Growth Area. Liverpool City Council had expressed concerns about the application, stating “its geographical location away from major activity centres, high levels of car-based destinations in the region more generally and an overall high prevalence of motor vehicle ownership in Edmondson Park” would contribute to the unreasonable exacerbation of parking issues in Edmondson Park. The Department of Planning, Industry and Environment referred the matter to the Commission in accordance with the Environmental Planning and Assessment Act 1979 for determination because it received more than 25 public submissions objecting to the application. Commissioners Helen Lochhead and Soo-Tee Cheong were appointed to consider the application. They met with the Applicant, Department and Council, and held a public meeting and inspected the site and surrounding area. After careful consideration of all the evidence, the Commission has today (Friday8 November2019) determined to refuse the SSD modification application. In its Statement of Reasons for Decision, the Commission concluded the development was no in the public interest –finding:
•there is a clear and serious lack of public car parking in the Town Centre
•a reduction in car parking rates for dwellings in the Town Centre may result in overflow parking onto the surrounding streets, which would be likely to further exacerbate the parking problem;
and this outcome would be inconsistent with the relevant objects of the EP&A Act with respect to the orderly development of land and amenity of the built environment.

RE : Edmondson Park Town Centre – Proposed reduction in Residents Parking
I am making a written submission opposing the modification to reduce Car Parking in the Edmondson Park Town Centre Precinct.
Some of the issues I will note in my submission are as follows:
● The ongoing Car Parking Crisis at Ed Park Station has been ongoing for year's now and is getting worse.

● This proposed decrease to resident Parking will only make things worse for Resident, Commuters and the Suburb itself.
● Residents cannot rely on Public Transport alone in this area, a MV is a necessity to be able to travel freely.
● Surrounding Suburbs like Prestons and others already have significant issues with narrow streets and problems with on street parking.
● This is a planning problem that Liverpool Council is now spending ratepayers money trying to fix. My concern is this will happen in the Ed Park development if this modification is approved.
Four more detailed Points are
* The State Government has not developed a strategy to address the ongoing commuter car parking crisis at Edmondson Park train station and yet is decreasing Residential parking.
* The lack of Government strategy coupled with Fraser's proposed changes for reduced parking for residents of Ed Square will result in residents being forced to park their cars on the street and quite possibly in the commuter car parks causing additional strain for commuters.
* Fraser's proposal and the Department of Planning assumes that reducing carparking space for residents will provide the opportunity for reduced car dependency which is consistent with the Government's Department of Planning current planning strategies (reference the Dept of Planning response to Fraser's proposal and date). However, if commuters cannot park in the limited commuter car spaces to then use public transport because residents have parked there, then commuters will be forced to drive to other stations or worse, drive to work.
* The State Government needs to put in place more effective public transport infrastructure (e.g more bus routes to the station) for the Edmondson Park and surrounding communities if it wants to take reduced car dependency seriously and try and force citizens off the roads and out of the commuter car parks.

After stirring the pot in state and federal elections held a few weeks apart earlier this year, commuter car park campaigner Michael Andjelkovic must have thought his work here was done.
Nothing could be further from the truth, though, despite election promises of funding for commuter car parking at the stations along the south west rail line from both major political parties.
And it’s not just the lack of strategy from the re-elected governments in Macquarie Street and Canberra that’s the problem.
“I am starting a community campaign and want to make Edmondson Park residents aware that urgent action is required,’’ he says.
The problem, as he sees it, has been caused by plans to increase the housing density at giant new suburb Ed Square, and at the same time, reduce the car parking available for the residents.
Mr Andjelkovic says assuming people don’t drive or need cars to get around in the outer South West Sydney region is plain wrong.
“A motor vehicle is a necessity around here,’’ he says.
He is also concerned the State Government has not developed a strategy to address the ongoing commuter car parking crisis at Edmondson Park train station.
This lack of government strategy, coupled with proposed changes for reduced parking for residents of Ed Square will result in residents being forced to park their cars on the street and in the commuter car parks, causing additional strain for commuters.

“However, if commuters cannot park in the limited commuter car spaces to then use public transport because residents have parked there, then commuters will be forced to drive to other stations or worse, drive to work.
“The State Government needs to put in place more effective public transport infrastructure such as bus routes to the station for the Edmondson Park and surrounding communities if it wants to take reduced car dependency seriously and try and force citizens off the roads and out of the commuter car parks.’’
NSW Department of Planning will be holding a meeting to hear from the community about the proposed modification to reduce the amount of resident parking for the Edmondson Park Town Centre South and he is encouraging other residents to either attend or make a submission.
The meeting will start at 9:30am next Monday, September 23 at Liverpool Library.
Mr Andjelkovic says he will be making a submission opposing the modification.

The state government has announced that they will build a multi storage car park near the train station. By approving this proposal from Frasers it means that you taking the tax payers money and giving it to the developer to achieve more profit. Please don’t rely only on the analysis and reports, i urge you to visit the site during a weekday and see how bad the parking situation is.

Mod 8 should be rejected by Planning Commission. Reasons are:
1. Already the density in the EP Town Centre core is beyond imagination. Parking for commercial areas (2 levels) itself seems grossly inadequate. This would lead to people parking on streets, other areas illegally.
2. Residential areas of town centre also need appropriate parking. Just because they live near train station does not mean they dont need car for other things (grocerries, visiting places etc etc). In all likelihood people will have car in that area as well. Reducing the parking from 1.5 > 1.2 to 1.0 is an abomination and greed which has ruined the very character of this suburb.
3. One need not assume, rather can already see the parking crises happening near the EP train station at the moment. Same will happen in EP Town Centre.
4. On a broader note, no public infrastructure like schools, parks has been put in place to cater to the existing population let alone, 1800 another shoebox (so called Mews/Terrace) dwellings. This should be priority of the government, rather than placating greedy “Frasers” developer.

Edmondson Park population has grown faster than expected yet plenty of residences being built. New roads that are planned for local residents to use are so narrow to support kerbside parking (I.e. no room in most roads for vehicles to move if opposite side alongside kerbs are used for parking). The proponent is making Amendment to the Edmondson Park Frasers Town Centre Guidelines to
reduce the car park rate for 2 bedroom dwellings in the Town Centre Core based on Edmondson
Park is being developed as a major activity centre that will provide regionally significant facilities and
infrastructure. However, there are no major activity centres, no regionally significant facilities and infrastructure at this moment in time in Edmondson Park. There is no visibility on when these major activity centres, regionally significant facilities and infrastructure will ever be built in the near future, and if they are finally built, whether they will be reduced in size rendering them regionally insignificant. Reducing the standard as proposed could have a long-term effect on the functionality and amenity of the Edmondson Park. It will also increase car parking constraints in the local area.

The car parking crisis at Edmondson Park station has been a major problem for years now. Despite many campaigns by residents there is no work or planning being carried out to ease the situation. Residents have rush in by 6.30am to get a legal parking spot in the station. This proposed decrease in residents parking will only make things worse. Many areas in Edmondson Park and surrounding suburbs are not covered by proper feeder public transport services to Edmondson Park and have to rely on Cars to get to the station. Many surrounding suburbs are set to see population growth as new houses are being built every day.

I understand that the statistics provided in the proposal as a comparison with Schofields and Riverstone car spaces are not truly show the clear picture. As both of those areas has metro stations available that will help families to move around the area.
It's clear and already discussed earlier in your meetings that the area is already under stress with the limited availability of car spaces. The change will have unbearable effect on the community in future.
The Fraser property is located in close proximity of train station, I understand the residents may not need to drive to station for the work. However, the surveys show that there is an increasing trend of owning multiple cars per household.

Considering the statistics that most of the households have 2-3 cars per house in Edmondson Park is a clear sign of the above trend. It’s true that most of the houses have 3-4 bedrooms but it should be noted that the survey shows the trend per household regardless of bedrooms.
I am at loss to understand why Campbelltown council has not raised any concern with this development as large number of cars come to the Edmondson Park station from Campbelltown Council area. Community may need to reach to CC council as well in this regard.
I understand that almost every community member is unhappy with this proposal. I strongly recommend that this proposal should be declined.
In case, if this goes forward, the complete review of the project should be done that should include visitor car parking spaces, increase of number of units and availability of open space provided by the Fraser property. A large number of modifications have been done and it may have a negative impact on local community and the area.

I ask that you consider my reasons for objecting Frasers proposal to reduce residential car parking at the Edmondson Park Square development in Edmondson Park.
� The State Government has not adequately addressed the existing minimal commuter car parking facilities and this is continuing to have ongoing and increasingly significant impacts on local citizens who need to access the station. With a lack of other public transport options to get commuters from their home to the station (I.e the On Demand bus service does not cover all areas surrounding the station and there are minimal to no buses available) and vice versa, commuters rely on adequate car spaces being available (either on the street or car park) so that they can use public transport. Already we know that commuters are resorting to illegal parking, travelling to other stations causing flow on effect to other citizens and after several unsuccessful attempts to park at Edmondson Park, commuters have resorted to driving to work.
� The Planning Department’s support of reduction in car spaces as proposed by Frasers as being consistent with the Government’s strategy to reduce cars on roads, assumes that all households should abide by this strategy and comply. It is abhorrent to expect that households in our community should be expected to reduce their dependency on vehicles (and number of vehicles in this case) because the State Government has not planned and adequately addressed the public infrastructure needs for the growing South West Sydney.
� In other cases, the use of private vehicles is necessary for some households in the community and so it is simply not feasible to reduce car parking facilities for residents.
� If the new residents are not able to park their vehicles in their allocated garage space at the Ed Square development, they will be forced to park on the surrounding streets and in the commuter car park, causing additional strain, stress and competition. Quite frankly, this just isn’t fair or acceptable.
I support ongoing consultation and discussion between the NSW Government, Frasers Development and impacted citizens and I hope that an opportunity to do this presents itself in the near future.

I object to this approval. I'd like to add to my previous submission that there is also only a single primary public school within walking distance. There is insufficient schooling locally to service the unit block as it is and there many families will require multiple cars to get to work and getting kids to school. Frasers' planning is entirely empty with regards to providing education.

To whom it may concern,
I object to the reduction of allocated car spaces from 1.2 per 2-bedroom unit down to 1. The initial planning approvals were given with a baseline value of 1.2. A reduction from this value is not substantiated with a net benefit to the community and residents in the surrounding area. The only benefit identified in the submission is to attempt to force residents to own fewer cars and push them to use public transport.
It should be noted that there are currently no bus routes throughout Edmondson Park and the only service available is via the On-Demand trial during peak weekday times only. As this is a trial, there is no future guarantee of the service continuing for the local community. There is not holistic plan provided to for people to use public transport for accessing amenities within the area. A typical family may have 1 or 2 children that are involved in local sport (which I’m assuming is something that the government wishes to encourage) and local clubs, like soccer for example, routinely play games locally in Prestons or much further out to Wetherill Park, Bringelly or Kemps Creek where easy access via public transport is not available. The requirement for spaces should be assessed within the context of the wider community and not simply that the location of the development is in close proximity to a train station.
This leads to families who are involved in the community to require more than 1 car. Providing some smaller units with more than one parking space gives options for households which require it while maintaining house prices that can fit their budgets. A reduction of car parking spaces for all smaller units further reduces the options for households to find a place to live that suits their needs.
Furthermore, the additional space provided by reducing the number of car parking spaces does not appear to provide the community with a suitable offset. It is noted that the number of car parking spaces with reference to council rules is states as a minimum and no maximum is specified. It is also noted that the reference data provided for the number of 2-bedroom dwellings within Edmondson Park is an absurdly small sample size and cannot be justified as statistically significant. It should be taken into account that the representation of three or more bedroom houses and their need for more than 1 vehicle reflects the transport planning for the area.
To further reiterate my point, the document titled “Recommended Assessment Report” within Section 5 notes that for similar town centres, 80% of 2-bedroom residents own one or fewer cars. This is consistent with 1.2 car spaces where the remaining 20% would be provided with the second car space.
All of the items noted above are exclusive from the current issues being experienced by the existing community with parking at the train station.
It is unclear how it is acceptable to reduce the allocation of car spaces given the context provided above.
