Tonight, on the final day of the Connecticut legislative session, known as Sine Die, the one-year moratorium on new large-scale industrial solar projects in East Windsor and Enfield PASSED the Connecticut Senate after already passing the House last week. This is a major moment for our community. For over a year, residents have spoken out about the over saturation of utility-scale solar facilities in East Windsor, the loss of active farmland, the lack of meaningful local control due to the CT Siting Council, and the absence of statewide siting standards to protect rural communities. Thousands of you signed this petition. Many of you testified, emailed legislators, attended hearings, spoke to neighbors, contacted the Governor’s office, and helped bring statewide attention to what has been happening in our town. Your voices mattered. We especially want to thank Senator Saud Anwar, Representative Jaime Foster, Representative Carol Hall and First Selectman Jason Bowza for fighting for our community and helping push this through the legislature. The final step is Governor Ned Lamont signing the bill into law. We are hopeful he will support this effort after recently touring East Windsor and hearing directly from residents about the impact these projects are having on our town. This moratorium is not the end of the conversation. It is the beginning of an opportunity to finally address the bigger issues: • Fair statewide siting standards • Protection of prime farmland • Reasonable setbacks from homes • Meaningful local input • Prevention of overconcentration in rural communities We still do not know what happens after the one-year pause, but for the first time, the state has acknowledged that communities like East Windsor cannot continue carrying this burden without better rules and protections in place. Tonight is a huge win for our town and for every resident who refused to give up.
