While I, and many others, have been safely walking our dogs off leash on South Park in the winter for more than 10 years, the EBRPD refuses to explain their decision except for a terse, generic statement that dogs are not allowed off leash in certain areas of the parks. This decision changing a long standing policy is wrongheaded, without defensible merit and needs to be reversed. 

This is the best and safest place for our dogs to get sufficient exercise during the winter when the trails in Tilden Park are wet, muddy and too slippery to navigate, especially for seniors like me.
