The Issue
An EfW (Energy from Waste) plant using combustion technology has just recently been granted planning permission on land at Shelton Road, Corby..see planning application 19/00027/WASFUL. Northamptonshire County Council planning portal.
We urge you to refuse this applicant (Corby Ltd) the environmental permits they require in order to operate the plant on the following grounds.
: The location of the plant is sited only 725m from local schools and housing. Priors Hall estate is a new housing scheme and is still under development with more stages yet to be built. There are currently up to 3000 residents living on the estate with infant, primary and an Academy School nearby.
: According to the developers own Air Quality and Odour Assessment the Mercury emissions are 10 X over what their IED limits should be and Cadmium and Thalium levels are also double what their IED limits should be.
: For every tonne of waste burnt in an Incinerator a tonne of Co2 is produced, this site alone will be processing and burning 260,000 tonnes of RDF (refuse derived fuel) per year for a minimum lifespan of 25 years. That makes a staggering 6.5m tonnes of Co2 produced, that's not including the unprocessed waste that the plant will also be accepting and burning.
: A similar plant using Gasification technology has already been granted planning permission nearby at Gretton Brook Road, Corby, see planning application 08/00097/WAS..this site will be burning and processing 120,000 tonnes of RDF per year for a minimum of 25 years so that's a further 3m tonnes of Co2 being produced in the same area.
: The Shelton Road site will be serviced by 175 HGV's per day bringing in further pollution.
: The overcapacity of incinerators in the same area in a small but growing town.
UK government's target to reduce carbon emissions by 80% (compared to 1990 levels) by 2050.
The HGV movements from both sites. The emissions of Co2 and concentrates of Nitrogen within close proximity to local housing and schools and the Mercury, Cadmium and Thalium emissions being through the roof should surely be enough for permits to be refused for this applicant.
: There are many more suitable sites across the central spine according to the NWLP (Northamptonshire Waste Local Plan) where this technology could and should be sited.
Corby already has a history of ill health and deformities in new born children due to the mismanagement of waste by our councils and there is growing evidence that incineration of waste causes neural tube birth and heart defects.
Waste incineration releases a mixture of chemicals with high embryotoxic potential, including heavy metals and dioxins/furans, into the atmosphere. In a previous ecological study an association between the risk of urinary tract birth defects and residence in the vicinity of municipal solid waste incinerators (MSWIs) was found.
Again, we urge you to refuse this applicant the permits they require so that they may find a more suitable location for this technology to be sited.
The air we breathe is precious and it's up to ourselve's and the Environment Agency to ensure that it remains clean and toxin free for the safety and health of the children of today and for the future generations to follow.
