Dyfed Pension Fund Divest From Genocide!

The Issue

UPDATE: Latest data from Palestine Solidarity Campaign shows that Dyfed Pension Fund is investing over £235 million in arms and other companies complicit in Israel's military occupation, apartheid and genocide against Palestinians, both in Gaza and the West Bank. This is the pension money of workers in County and Town Councils, staff in the police force, fire brigades and other organisations.

Ceredigion, Carmarthen and Pembrokeshire Councils invest our public sector workers' pensions in arms companies with blood on their hands; these weapons manufacturers design and sell arms and bombs to the Israeli Government for use against innocent civilians in the genocide in Gaza. Dyfed Pension Fund investments make a profit from this complicity in the Israeli state's genocidal actions, and their grave breaches of international law, illegal occupation of Palestinian territory, and violations of Palestinian human rights.

The multinational arms companies in the Dyfed Pension Fund investment portfolio include Airbus SE, BAE Systems, Northrup Grumman Corp, and Honeywell International, who provide products, military hardware and weapons, and other equipment and services that are essential to the Israeli state's illegal occupation of Gaza and the West Bank, and the ethnic cleansing and genocide in Gaza.

Investing in these companies is not only unethical, but also poses a financial risk to the value of the Fund and therefore the pensions of all public sector workers in Dyfed - the current humanitarian crisis in Gaza destabilises the fragile politics of the Middle East, and causes global political, military and economic instability.

We are therefore demanding that Ceredigion Council, Carmarthenshire Council, and Pembrokeshire Council instruct the Dyfed Pension Fund to:

  • Remove investments from companies included in the UN Human Rights Office’s list of business enterprises active in Israel’s illegal settlements (A/HRC/43/71).
  • Make public what procedures are in place to ensure the fund is not complicit in the Israeli Government's violations of Palestinian human rights and international law. This includes outlining what robust time-limited engagement practices are in place where complicit companies are identified, and what subsequent action can be taken if companies do not respond to engagement processes.
  • Implement a robust investment strategy statement/statement of investment principles, to ensure that the Dyfed Pension Fund cannot be invested in companies that contribute to a breach of international law or are complicit in human rights abuses.

Dyma arian pensiwn gweithwyr mewn cynghorau Sir a Thref, staff yn yr heddlu, brigadau tân a sefydliadau erail.

Mae Cynghorau Ceredigion, Caerfyrddin a Sir Benfro, drwy Gronfa Bensiwn Dyfed, yn buddsoddi mewn cwmnïau sy’n rhan o dor-cyfraith rhyngwladol difrifol Israel, meddiannaeth anghyfreithlon Israel o diriogaeth Palesteina, eu camdriniaeth o hawliau dynol y Palesteiniaid, a’r hilladdiad yn Gaza.

Mae’r cwmnïau rhyngwladol ym mhortffolio buddsoddi Cronfa Bensiwn Dyfed yn cynnwys Airbus SE, Systemau BAE, Corfforaeth Northrup Grumman a Honeywell International, ac maen nhw’n darparu cynnyrch, caledwedd ac arfau milwrol, ynghyd ag offer a gwasanaethau eraill sy’n hanfodol i feddiannaeth anghyfreithlon Israel o Gaza a’r Lan Orllewinol, a’r glanhau ethnig a’r hilladdiad yn Gaza.

Mae buddsoddi yn y cwmnïau hyn nid yn unig yn anfoesol, mae hefyd yn peri risg ariannol i werth y gronfa ac, o ganlyniad, i bensiynau holl weithwyr y sector cyhoeddus yn Nyfed – mae’r argyfwng dyngarol presennol yn Gaza yn ansefydlogi gwleidyddiaeth fregus y Dwyrain Canol, ac yn achosi ansefydlogrwydd gwleidyddol, milwrol ac economaidd byd-eang.

Mynnwn felly bod Cyngor Ceredigion, Cyngor Sir Caerfyrddin a Chyngor Sir Benfro yn cyfarwyddo Cronfa Bensiwn Dyfed:

• i dynnu buddsoddiadau o gwmnïau sydd wedi’u cynnwys yn rhestr Swyddfa Hawliau Dynol y Cenhedloedd Unedig o fentrau busnes sy’n weithredol yn aneddiadau anghyfreithlon Israel (A/HRC/43/71)

• i gyhoeddi pa weithdrefnau sydd ar waith i sicrhau nad yw’r gronfa yn rhan o droseddau Israel yn erbyn hawliau dynol y Palesteiniaid a chyfraith ryngwladol. Mae hyn yn cynnwys amlinellu pa arferion ymgysylltu cadarn ac o fewn amser penodol sydd ar waith pan fo cwmnïau sy’n rhan o droseddau o’r fath yn cael eu hadnabod, a pha gamau y gellir eu cymryd wedyn os nad yw cwmnïau’n ymateb i brosesau ymgysylltu

• i weithredu datganiad strategaeth fuddsoddi/datganiad o egwyddorion buddsoddi cadarn, er mwyn sicrhau na ellir buddsoddi Cronfa Bensiwn Dyfed mewn cwmnïau sy’n cyfrannu at dor-cyfraith rhyngwladol neu’n rhan o gamdriniaeth o hawliau dynol.
