Why is it that the ministry of justice do not care about duty of care from one citizen to the other unless a citizen is passing a workplace where someone needs medical attention?! 

It states in above image there is no duty of care owed by one citizen to another, however also under the same law it states that  “members of the public visiting or passing by the workplace when a fatal incident happens” can be prosecuted?! 

Another part of the law states, 
“Whether the claimant was in an appropriate position of proximity to the defendant”.

This is a statement is if it is NOT a citizen owed by another citizen! I think this is the bit the ministry of justice need to change! 

Matthew was stuck in a property where only 3 people could make a decision to call for help, the ‘adult’ in the property did not just chose to not call an ambulance, she deliberately made a conscious decision to NOT CALL FOR HELP AND REMOVED A PHONE FROM AN 18 and 17 year old who wanted to call for help! 
It should have been covered under the citizen to citizens law which does not exist! 
Why not?! 
This was wilful neglect at least but still no law exists!! 
WHY NOT?!

One person chose to give orders against helping my son , as a result he suffered for more than 24 hours!! He should have been given the chance to survive! I will never know if he could have survived because she denied him the right to the NHS services that are readily available IF someone with morals chooses to act when someone falls seriously ill! 

Please share this petition as much as possible to have this argument heard in parliament. 
My son can not be the only person who has needlessly suffered or died from the acts of a person who shows no respect to human life! 
This needs to be prevented for future innocent people that fall ill in a situation where they can be helped. 

JUSTICE NEEDS TO HAPPEN IN SUCH INCIDENTS.
