Senate and Congress term limits.

Senate and Congress term limits.
The Issue
For years and years, all we've heard about the declining state of our country was, "It's Clinton's fault. Bush's fault. Obama. Trump!" When in reality, it's not them.
The reality is this. On average it takes twenty years for large amounts of change to happen. Our President (POTUS) is only there for eight years, max. Granted that's a lot of time. But, who creates and passes most of the bills and laws coming in to the books that are actually to blame for deficits, and other things.
That's right! The House of Representatives (HOR) and the Senate. There are politicians who have served almost sixty years as the record and there are examples of some still serving at forty-five years. FORTY-FIVE YEARS, of uninterrupted meddling in the country. Tell me, how can it only be the POTUS' fault if he's there for eight, max, and we have people in HOR and who have been there for almost half of the POTUS' life? (Don Young in the picture being the longest current serving memeber)
Now, I know that some of this is our fault. We vote to keep them because "they've always been there." What I'm hoping to do is start the change that will bring out the end of that mentality. Everyone wants to talk about and demand change then vote for the same guy for forty years. I propose that the term lengths stay the same, but can only serve a maximum of 12 years. That way there is overlap between presidents and we, the people, won't have a brand new system all at the same time.
