Support “Dom’s Law” — Advancing E-Bike Safety and Accountability in California
California communities are facing a rapidly growing public safety challenge surrounding high-speed e-bikes operated by minors. As e-bike use continues to rise across the state, families, schools, transportation agencies, and local leaders are all being asked to navigate safety concerns that current laws and infrastructure were never fully designed to address.
My son, Dominiq, was only 13 years old when he tragically lost his life in an e-bike accident involving a truck. He was more than a statistic or headline. Dominiq was full of life, laughter, love, and potential. He loved cooking with family, protecting his siblings, and bringing joy into every room he entered. His life mattered deeply, and his story deserves to inspire meaningful change that protects other children and families.
“Dom’s Law” is not about blame. It is about collaboration, prevention, accountability, and action.
California has already shown through transportation investments such as Measure C and other roadway improvement initiatives that communities can come together to improve safety, mobility, and infrastructure for future generations. Dom’s Law asks lawmakers, transportation leaders, school districts, law enforcement, and community members to build upon those efforts by addressing the unique safety concerns surrounding high-powered e-bikes and youth riders.
As e-bikes become faster, more accessible, and increasingly used by minors, many parents and communities are asking for clearer safety standards, stronger education, and safer roadways. Our goal is to work alongside state and local leaders to create practical, balanced reforms that protect both riders and drivers while supporting responsible transportation options.
Dom’s Law calls for collaborative discussions and reforms that may include:
• Mandatory safety training and roadway education before operating any e-bike or motorized bike
• Required certification or proof of completion of an approved e-bike safety course for minors
• Stronger helmet safety enforcement and education for minors operating e-bikes
• Reviewing minimum age requirements for high-speed e-bike operation
• Safety permits, registration, or training programs for youth riders
• Traffic and roadway safety education through schools and community programs
• Increased awareness regarding illegal e-bike modifications and reckless riding
• Improved accountability standards in collisions involving cyclists and motor vehicles
• Expansion of protected bike lanes and safer roadway infrastructure in high-risk corridors, including areas such as Bullard and Palm
• Traffic calming and reduced-speed safety zones in areas heavily used by children and teens
• Parent and community education campaigns focused on e-bike safety and responsible operation
• Clear statewide distinctions between traditional bicycles and high-powered motorized e-bikes
• Community-based solutions encouraging shared responsibility among riders, parents, schools, and local agencies

We believe California has the opportunity to lead the nation in creating thoughtful, balanced e-bike safety policies that protect children while supporting innovation and accessibility.
