Domestic abuse rights to child health record! Needs to be changed now

Domestic abuse rights to child health record! Needs to be changed now
The Issue
I'm a victim of domestic abuse along with my 2 years old baby. Luckily we manage to leave before lockdown happened.
We are in a refuge, hoping to move out to a private property within the next few months but my abusive husband is still controlling us in a safe house.
He has been trying to locate us by many ways and been unsuccessful. He has now thought of a way to find us by demanding to know our babys registered doctor.
I have been informed by Women's Aid that he is entitled to do this but this will reveal our whereabouts. The law needs to change on this matter.
I have been through so much of financial, emotional, physical and mental abuse over the years that when he began to bully our baby, that was the last straw. It makes me so upset to think about how he was treated and that he might be able to see him regular. Since we fled, he is pretending to be father of the year to everyone which is absolutel lies.
No one should be able to treat another human being the way he did and co-parent, going on as if nothing happened.
I believe that if the perpartraitor has the right to access their babys health record, (this to me is absurd) they should only be allowed by phoning a general NHS number and asking this way. This will keep victims like myself and my baby, protected and safe.
We are having to build a life from scratch and to have him find out where we are, is scary and not fair.
Either my idea about calling an NHS number or something else is put into place, this needs to happen and fast.
The whole reason of fleeing a perpetrator is to not have him know where you are.
My decision to leave was so hard. It took me so long to find the courage to go and if this certain matter is not dealt with, then I feel like I'm in the same situation that I was in before we fled. He cannot have control like this.
I need to ensure we are protected and can start a fresh new life in a new home without being scared that he will turn up.
Please help on this matter and keep domestic abusive victims safe and able to move on with their lives. We can't live in fear.
I have an under taking order in place but this is useless, he has breached the promise on so many occasions. The police have logged everything but here's another loop hole, the police have to give their name and police force they work in when talking to a perpetrator which also gives away location!
Are they any current laws helping domestic abuse victims!!
Let's stand up to the perpetrators and start living our lives again, not just existing.
Keep smiling and protecting our children.
