Let Bio Diversity Be Untouched at Mahatma Hill.

Let Bio Diversity Be Untouched at Mahatma Hill.
The Issue
Dear All,
I stay at Kothrud, Pune. Maharashtra. India
There is a hill reserved under BDP called Mahatma Hill. It's spread in 125 Acre Area. Variety of Flora & Fauna that you get here is amazing.
As per details gained from various sources hill top doesn't belong to Forest department. Neither it belongs to Local Municipal Corporation.
As per talks with PMC officer Mr. Bhosekar, it's a private property.
Its a land purchased by some people many many years ago. Now, after all the development and as per Supreme Court, no construction is allowed on the top of the hill.
As this area is declared as BDP, now government has offered these people; a compensation of few rs per square ft and some TDR.
Now may be that is not sufficient, so what they are trying to do is, try selling the land to poor people who believe that they can have land of there own in the area. These are like house workers, people who work on daily wedges.
So, it's a clear cheating.
I tried filing complaint to local municipal corporation, went to newspapers but nothing happened so far. Have launched gravience against the non active local government to PMO but any immediate action is unlikely to happen.
Here are the news links covered by some newspapers with more details:
This news is from 2014:

Now the same thing Repeats:
Below are few photos recently taken by me.
Now, the area is all closed by covering the entire hill by a big big wall. Nobody is allowed to enter on the hill.
Morning walkers have stopped going there. So since it's people's no show it's an opportunity grabbed by many to quickly construct or sale. Most of the construction happens in the wee or early morning hours.
I wonder why no one came forward to say a word against it?
Can you help?
Can we unite for a noble cause?
Can you help protect nature?
