The popular movement to classify The Rapid Support Forces as a terrorist organization

Petition Reason:

The Rapid Support Forces (RSF) is a paramilitary organization in Sudan responsible for terrorist actions in Sudan around the region and is the major force in the oppression, torture, and murder of the Sudanese people. The RSF is a paramilitary force established in 2013. The RSF was fashioned out of Janjaweed militias and was assembled in response to anti-government rebel movements in Darfur (DW, June 9, 2019). The RSF has been accused of a myriad of human rights abuses in Darfur and elsewhere (Human Rights Watch, May 8, 2019)

Furthermore, the RSF killed 100 protestors, injured 500, raped women, and pillaged homes in the Khartoum massacre on 3 June 2019 during the 2018–19 Sudanese protests. The RSF also maintains strong ties with PMC Wagner (Wagner Group), a Russian private military company led by Yevgeniy Prigozhin, a Putin crony and the target of multiple U.S. sanctions. On June 20, 2017, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC)designated the Wagner Group pursuant to E.O. 13660 for being responsible for or complicit in, or having engaged in, directly or indirectly, actions or policies that threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine. On November 15, 2022, the U.S. Department of State designated the Wagner Group, according to E.O. 14024, for operating in the Russian Federation economy's defense and related material sector.  Australia, Canada, Japan, the United Kingdom, and the European Union have also sanctioned the Wagner Group.

On 15 April 2023, the RSF launched an offensive to seize Sudan's sovereign institutions, initiating the current conflict in Khartoum and other cities. During this war, the RSF has targeted civilians, hospitals, and neighborhoods, leading to substantial civilian casualties. Recently, the RSF escalated its violence with attacks on the Masalit ethnic group in Darfur, as well as in several Al Jazeera villages, resulting in mass killings, rapes, displacement, and other severe human rights abuses. These acts illustrate an ongoing campaign of ethnic violence and terror tactics against civilian populations.

Petition Request:

We, therefore, ask the White House and the United Nations to declare and classify the RSF as a terrorist organization in the United States. Also, we request investigations on the potential financial sources and ties of the RSF and its associates in the United States that can assist them.

في يونيو من العام 2019، قتلت قوات الدعم السريع أكثر من 100 متظاهر واغتصبت أكثر من 500 امرأة، ونهبت المنازل خلال أحداث فض الاعتصام الشهيرة. كما تمتلك قوات الدعم السريع علاقات وثيقة مع مجموعة فاغنر، وهي مجموعة عسكرية روسية خاصة يرأسها يفغيني بريغوجين، الذي يرتبط بعلاقات قوية مع بوتين وتعرض لعقوبات من الولايات المتحدة الأمريكية. في يونيو 2017، صنّف مكتب مراقبة الأصول الأجنبية التابع لوزارة الخزانة الأمريكية مجموعة فاغنر وفرض عقوبات عليها لتورطها بصورة مباشرة وغير مباشرة في الحرب الروسية الأوكرانية وتهديد السلم والاستقرار في أوكرانيا. كما فرضت كل من المملكة المتحدة، وأستراليا، واليابان، وكندا عقوبات على مجموعة فاغنر.

في 15 أبريل من العام 2023، شنت ميليشيات الدعم السريع هجوماً عسكرياً بغرض الاستيلاء على السلطة في السودان، حيث استهدفت القصر الجمهوري، وبيت الضيافة، والقيادة العامة للقوات المسلحة، ومطار الخرطوم الدولي، ومطار مروي الدولي، مما أدى إلى اندلاع الحرب الجارية حالياً في الخرطوم والعديد من مدن السودان. خلال هذه الحرب، قامت ميليشيات الدعم السريع بشن هجمات عنيفة على المدنيين العزل والمستشفيات والأحياء السكنية، واستخدمت المواطنين كدروع بشرية، مما تسبب في وقوع العديد من الضحايا المدنيين ونزوح ملايين السكان. وفي الآونة الأخيرة، صعّدت قوات الدعم السريع من أعمالها الإرهابية بشن هجمات على قبيلة المساليت في دارفور وعدد من القرى في ولاية الجزيرة، مما أسفر عن قتل المدنيين، وارتكاب عمليات اغتصاب، وتشريد السكان، في إطار حملة عنف عرقي ممنهجة ضد المدنيين.

بناءً عليه، نرجو من البيت الأبيض والأمم المتحدة إعلان وتصنيف ميليشيات الدعم السريع كمنظمة إرهابية. كما نطالب بالتحقيق في مصادر التمويل والدعم العسكري للميليشيا الإرهابية داخل الولايات المتحدة وأي صلات قد تدعم عملياتهم.
