PETITION TO THE PRESIDENT OF THE UNITED STATES AND THE ADMINISTRATION
SUBJECT: DEPRIVATION OF LEGITIMACY AND FORMAL DESIGNATION OF THE FSLN AS A FOREIGN TERRORIST ORGANIZATION (FTO)

TO: President Donald J. Trump and the Administration of the United States of America

We, the undersigned, respectfully submit this petition to urge the Administration of the United States to utilize its authority under Section 219 of the Immigration and Nationality Act to formally designate the Sandinista National Liberation Front (Frente Sandinista de Liberación Nacional - FSLN) of Nicaragua as a Foreign Terrorist Organization (FTO).

The FSLN’s history, operational doctrine, and ongoing systematic state-sponsored violence meet the legal criteria for FTO designation: it is a foreign entity engaging in terrorist activity that actively threatens the national security and interests of the United States and the stability of the Western Hemisphere.

I. HISTORICAL ROOTS AND FOUNDATIONAL ACTS OF TERRORISM (PRE-1979)
Long before seizing power, the FSLN operating as an insurgent guerrilla movement utilized methods of terror, extortion, and unlawful coercion targeting civilians and governance structures:
1. The 1974 Assault on the Residence of José María "Chema" Castillo: A violent hostage-taking operation targeting a diplomatic gathering, resulting in casualties and extortion.
2. The 1978 Assault on the National Palace: A armed siege of the General Assembly of Nicaragua, trapping over 1,500 civilian hostages to extort political and financial concessions.
3. Commercial Aircraft Hijackings: Multiple coordinated attempts and successful hijackings of civil aviation, directly threatening international transportation safety.

II. SYSTEMATIC HUMAN RIGHTS VIOLATIONS AND CRIMES AGAINST HUMANITY
Since 1979, and accelerated dramatically since April 2018, the FSLN has institutionalized violence to maintain absolute control, graduating from a political party to a state-entrenched criminal enterprise responsible for:
1. Crimes Against Humanity: Documented extensively by the United Nations Group of Human Rights Experts on Nicaragua (GHREN) and the Inter-American Commission on Human Rights (IACHR) of the OAS, including institutionalized torture, extrajudicial executions, arbitrary detentions, and the systematic stripping of nationality from dissidents.
2. Mass Executions and State-Sponsored Violence: Coordinated operations using regular forces and armed FSLN paramilitary groups ("turbas") resulting in the deaths of hundreds of peaceful demonstrators, arbitrary executions in rural zones, and the enforced disappearance of political opponents.
3. Religious and Civil Persecution: The complete dismantling of civil society, the shuttering of thousands of NGOs, and a systematic campaign to eliminate religious freedom, including the imprisonment, expulsion, and asset seizure of Catholic clergy and institutions.

III. GEOPOLITICAL ALLIANCES WITH RECOGNIZED STATE SPONSORS OF TERRORISM
The FSLN has consistently integrated its operations, intelligence networks, and strategic infrastructure with hostile foreign regimes and state sponsors of global terrorism:
1. Historical Alliances: Deep financial, logistical, and military ties established during the 1980s with Muammar Gaddafi’s Libya and global subversive networks.
2. Modern Strategic Axis with Iran: Extensive diplomatic and economic pacts with the Islamic Republic of Iran, raising severe intelligence concerns regarding the infiltration of adversarial operatives into the Western Hemisphere.
3. Alignment with Cuba and Venezuela: Total alignment with the Cuban regime and the Maduro administration to facilitate illicit financial networks, asymmetric warfare training, and transnational repression.

IV. IMPLICATIONS FOR UNITED STATES NATIONAL SECURITY
The continued legal status and unchecked operations of the FSLN present an immediate danger to United States national security:
1. Transnational Crime Hub: The FSLN utilizes Nicaraguan territory to facilitate illicit smuggling routes, human trafficking networks, and weapon proliferation.
2. Weaponization of Migration: The deliberate weaponization of migratory flows by opening visa-free transit channels for extra-continental migrants to deliberately pressure and destabilize the southern border of the United States.
3. Hemispheric Destabilization: Serving as a primary logistical base for extra-hemispheric adversaries (including Russia, Iran, and China) within the immediate geographic proximity of the United States.

CONCLUSION AND REQUEST FOR ACTION
The FSLN is no longer a legitimate political entity; it operates as a sophisticated, armed transnational syndicate that leverages state power to execute acts of terror against civilian populations and project hostility toward the United States. 

Therefore, we urgently petition President Donald J. Trump and the United States Administration to:
1. Invoke Section 219 of the Immigration and Nationality Act to designate the FSLN as a Foreign Terrorist Organization.
2. Apply maximum secondary sanctions to freeze all assets, block international transactions, and bar entry to all individuals associated with the FSLN apparatus.
3. Coordinate with international bodies, including the Organization of American States (OAS), to completely isolate the regime financially and diplomatically.
