This is the response from the Public Works Commission. Turning the water back on that was illegally turned off is not diversion. That would be turning off or disconnecting the meter to avoid showing usage.

"At this point, our agency is not going to be able to help you. To have your water service restored, you will need to pay the total balance owed Missouri American Water Company. That total is $3,410.78. You need to pay that with cash or some other type of certified payment. This is based on past interactions you've had with the utility company when they've operated within the guidelines of their tariff and Public Service Commission rules and regulations. This includes multiple instances of apparent diversion, in which the water for the property where you live was fraudulently turned on after it had been disconnected by the utility."
