"NO GST/TAX" on application fees of Government Exams

In India, as of now, number of unemployed youth is highest of all times. Also, because of pay, perks, and job security, youth is getting attracted towards government sector recruitment. Most of the youngsters applying for IBPS, SBI, INSURANCE and other such exams have to pay application fees from Rs 500 to Rs 800 per exam.
Now, after the implementation of GST, they are also charging Rs 90 to Rs 100 IGST, on top of applicaton fees. Making the application fees Rs 600 to Rs 900. DoPT and Government should understand that majority of the youth applying, are either unemployed or not making enough money to support themselves and their families. Also, a candidate applying for such exams, has other expenses such as books, travelling to different city/state to give exam/interview, etc.
Now imagine a middle class candidate, who is not earning, his father barely able to provide him day's meal, somehow manages to buy books and keeping faith in system and self, prepares with dreams in his eyes. And applies to approx. 10 exams a year, shelling out Rs 5000 to Rs 8000, out of which Rs 1000 to Rs 2000, goes to taxes.
Now, IS THIS JUSTICE, THAT THE GOVERNMENT IS ASKING UNEMPLOYED AND ECONOMICALLY BACKWARD YOUTHS TO PAY TAXES JUST FOR APPLYING ? Also some of the exams have such high fees only for GENERAL MALE CANDIDATES...!!! Is it Our Fault that, I/We belong to General Category and are Male ? Y SUCH INJUSTICE ?
Such BARBARIAN TAXES SHOULD BE ABOLISHED IMMEDIATELY. Also the EXAM FEES SHOULD BE MADE FAIR AND SQUARE FOR ALL.
