The Department of Labor implemented the EUC program correctly in the 1990s. Here is the Program Letter from GAL 12-92 change 5 that affirms all my other evidence. It refers to 20 CFR 615. It says that the applicable benefit year is always the most recent benefit year with the latest ending date....just like CUIAB Case A0-265448.
