Here is the Code of Federal Regulations for Federal-State Extended Benefits (EUC08 - 73 to 99 weeks, EB - last 20 weeks afterwards). These are the regulations that the Department of Labor wrote. They used them before in the 1990s EUC program implementation. But this time, Robert Wagner, the current Chief of Special Benefits for the Department of Labor screwed up the meaning for the "applicable benefit year" (always the initial year instead of always the most recent year and regular unemployment claim). This led the Employment & Training Administration to publish the "Multiple EUC Claims ERROR" in UIPL 23-08 change 1, Q&A 7 under section D. Monetary Eligibility on August 15, 2008. CUIAB Case A0-265448 used GAL 12-92 change 5 AND the current Code of Federal Regulations found at Title 20 Chapter V Part 615, to REFUTE the Department of Labor Robert Wagner's HISTORIC implementation error.
