This is the agreement between the city (NYC health & Hospitals) et. al and the New York State Historic Preservation Office regarding Harlem Hospital's Nurses' Residence and the Women's Pavilion.

The former is fully aware that (they) are breaching the agreement and are in violation of federal law.

As evidence will show (simple internet search) they are in the process of demolishing the Nurses' Residence and Women's Pavilion which was to happen, provided that such buildings were (properly documented) and archived.

Further, the new structure was to be a parking garage not a public health lavatory.

Instead, Health and Hospitals (Harlem Hospital) demolished one of the buildings protected under the agreement without documenting same, lied to federal and state agencies about having a public process, is in the process of demolishing the Nurses' Residence and Women's Pavilion and took (the) federal money for the garage but has switched plans to build a public health laboratory without notifying stare and federal authorities.

These buildings are historical and architectural gems. The famed Joseph Freedlander was the architect. The Nurse's Residence became the first nurses' residence for the City's Black Nurses.  And the Women's Pavilion is where Dr. Martin Luther King Jr. was stabilized after being stabbed in his chest before undergoing a complicated 4 hour operation.
