The Issue
In the fall of 1994, then–House Minority Whip Newt Gingrich and his fellow Republicans unveiled what they called the Contract with America. It was a bold, simple document that fit on a few pages, laying out specific reforms and promising votes within the first 100 days of a Republican majority. The strategy worked. Republicans picked up 54 House seats that year, flipping the chamber for the first time in 40 years.
Fast-forward to 2026. Americans once again feel that government is too slow, too expensive, and too disconnected from their daily struggles.
Today's Pledge to the American People
In 2026, Americans deserve a government that works as hard, as fast, and as honestly as they do. For too long, Washington has been slow, divided, and disconnected from the real challenges families face: the rising cost of living, unaffordable housing, broken health care, and a government that too often feels unresponsive and out of touch.
Today, we offer a new contract with America. It is not a list of promises without accountability — it is a set of commitments that we will bring to a vote within our first 100 days in the majority. These are concrete, achievable actions designed to make government more responsive, strengthen our democracy, and deliver real results for working Americans.
This contract is guided by three simple principles:
- Affordability — lowering costs and keeping more money in your pocket.
- Security — ensuring safe communities, reliable energy, and resilience against disasters.
- Innovation — modernizing government and investing in American ingenuity to stay competitive in the world.
Together, these 10 commitments form our pledge to rebuild trust in government and restore confidence in America’s future.
The 10 Commitments
1. Put Voters First Act
Within the first 100 days, we will pass legislation to cut red tape that drives up the cost of health care, housing, and education; enforce antitrust oversight on monopolistic insurers and drug middlemen; and strengthen disaster preparedness so families are safe from storms, floods, and wildfires.
2. American Housing & Infrastructure Renewal Act
Within the first 100 days, we will launch a national initiative to build 12 million new homes, reform zoning laws to unlock private investment, and empower the Army Corps of Engineers and public-private partnerships to modernize America’s infrastructure.
3. Democracy Defense Act
Within the first 100 days, we will bring to a vote national anti-gerrymandering standards, invest in secure voting technologies that expand access for working Americans, and strengthen bipartisan election oversight to restore trust in results.
4. Working-Class Economic Renewal Act
Within the first 100 days, we will raise wages and expand tax credits for working families, close corporate tax loopholes that let billionaires and multinational companies avoid paying their fair share, and invest in labor rights that protect workers.
5. Pragmatic Prosperity Act
Within the first 100 days, we will expand support for small businesses through grants and simplified licensing, increase vocational training and apprenticeships, and create a balanced energy policy that supports both renewables and transitional fuels.
6. Smart Governance & Innovation Act
Within the first 100 days, we will implement performance metrics for federal programs, harness innovation and automation to cut bureaucratic waste, and modernize both IT systems and frontline office operations so government delivers service that is fast, courteous, and reliable.
7. Deficit Responsibility & Sustainable Growth Act
Within the first 100 days, we will create a bipartisan commission to monitor the national debt, close costly loopholes in the tax code, and begin rolling back wasteful subsidies — ensuring fiscal responsibility without endangering Social Security or Medicare.
8. Affordable Education & Skills for Life Act
Within the first 100 days, we will cap student loan interest rates, expand access to community colleges and trade schools, and partner with states to provide tuition-free access to in-demand workforce training.
9. Health Care Affordability, Innovation & Breakthroughs Act
Within the first 100 days, we will lower prescription drug prices by expanding Medicare negotiation, invest in artificial intelligence research to accelerate cures for chronic diseases like cancer, Alzheimer’s, and diabetes, and expand telehealth access to rural and underserved communities.
10. Energy Security & Innovation Act
Within the first 100 days, we will preserve reliable fossil fuel access while simultaneously expanding America’s investment in renewable, nuclear, and next-generation fuels — ensuring that our nation leads the world in energy innovation and security.
