The Issue
🇮🇳 Petition: Democracy Purification and Administrative Accountability Bill, 2025-26 - Pass Immediately!
Goal: To implement 14 historic reforms for merit, transparency, and accountability in Indian democracy.

Why are We Launching This Petition?
We, the aware citizens of India, demand the immediate passage of the 'Democracy Purification and Administrative Accountability Bill, 2025-26' to ensure the quality of the nation's democracy, the integrity of its legislative institutions, and administrative accountability.
This Bill presents a comprehensive and rigorous solution to deep-seated issues like opaqueness, lack of merit, and criminalization in Indian politics and administration. We want the Parliament and State Legislatures to represent not just numerical strength, but also qualification, honesty, and national interest.
Our 5 Core Demands:
I. Ensuring Minimum Qualification and Integrity of Public Representatives:
We demand the establishment of stringent qualification standards for elected representatives, treating public service as a serious responsibility:
1. Educational Mandate: Mandatory minimum educational qualification of Graduation for Male Candidates & 12th Class Pass for Women Candidates Lok Sabha members and 12th Class pass for Male Candidates & 8th Class Pass for Women Candidates for State Assembly members. (Qualifications must also be fixed up to the Panchayat level).
2. Halt Criminalization of Politics: Individuals charged in cognizable offences punishable with 5 years or more of imprisonment must be temporarily disqualified from contesting elections until their acquittal.
3. Generational Disqualification for Grave Crimes: Individuals and their next five generations involved in heinous crimes like murder, rape, or corruption should be permanently disqualified from contesting elections.
4. Permanent Disqualification for Organized Crime/Terror: Individuals linked to organized crime or terror activities must be permanently disqualified from running for office.
II. Financial Transparency and Protection of Public Funds:
The following rules must be implemented to protect taxpayer money and eliminate political/administrative financial opaqueness:
5. Pre-Verification of Assets: Mandatory pre-verification of assets and income sources for all candidates by the Election Commission, based on the last three years' ITRs with the Income Tax Department.
6. Public Funds under RTI: The Chief Minister's Relief Fund (CM Fund), PM CARES Fund, and all funds collected/utilized through public service/taxes must be explicitly brought under the purview of 'Information' under the Right to Information Act (RTI).
7. Strict Restrictions on Industrial Loan Waivers (Amended Rule): No industrial loan shall be completely waived using taxpayer money. If assistance is necessary, it will be limited to a restricted subsidy based on the district's population. If the waived amount exceeds this, the entire amount must be recovered with 5-10% interest once the company returns to profit.
III. Decisive Electoral Reforms and Security:
We demand an increase in citizen faith in the electoral process and consequential power for public dissent:
8. Consequential Power to NOTA: If NOTA (None of the Above) receives 50% or more votes in a constituency, the election result must be cancelled, a re-election held within 60 days, and all previous candidates must be disqualified from contesting any election from that constituency for the next 5 elections.
9. Booth Monitoring and Voter Verification: CCTV cameras must be mandatory at all polling stations with mandatory live streaming. Voters must receive an SMS with voting details immediately after casting their vote.
IV. Accountability and Rationalization of Perks for Public Servants:
A demand to make MPs and MLAs accountable public servants rather than recipients of special VIP privileges:
10. Daily Work Log and Salary Cut: All MP/MLAs must record their daily public service work in a notebook, to be published in local newspapers. Salary for the day must be cut if no work is done.
11. Restriction on Perks and Pension: Government perks should be provided only during the term of office (and cease upon losing the election). Pension benefits should be given only to representatives who have won three consecutive elections and whose tenure has been clean.
12. Mandatory Use of Government Healthcare: Working MP/MLAs and 'A' group government officers must be mandated to seek treatment at the nearest government hospital to claim medical reimbursement.
13. Mandatory Public Transport: A dedicated bus service must be initiated for all Lok Sabha and Assembly members, and they must be mandated to use it to reach Parliament/Assembly (with the suspension of VIP privileges).
V. Administrative and Institutional Reforms:
14. Diverse Institutional Reforms:
- Safeguarding Judicial Independence: Retired Supreme Court/High Court judges must be prohibited from becoming nominated members of Parliament after retirement.
- Removing Political Interference in Sports Bodies: Individuals who have held a political/government post in the last 10 years, and their family members, should be permanently disqualified from top administrative positions in the IOA, BCCI, and other sports federations and associations.
- Transparency in Reservation Certification: Digital and Aadhaar-based verification must be mandatory for certificates. 7 years imprisonment for fake certificates and strict action/suspension for officers issuing erroneous certifications.
- Reform and Security in Government Exams: A maximum time limit of 180 days must be fixed for the recruitment process. AI-based monitoring and authentication must be mandatory to prevent paper leaks and for post-exam data analysis (like unusual score patterns, high selection from one center) to identify organized gangs. Strict implementation of the 'Public Examinations (Prevention of Unfair Means) Act, 2024' is required.
