Thomson Reuters is best known for running the Reuters news agency. But the company is also a massive data broker, and it is about to sell access to some of your most personal information to immigration enforcement, including your Social Security number, ethnicity, home address, social media activity, and real-time location data.

The Department of Homeland Security plans to pay Thomson Reuters $125 million over five years for access to its CLEAR database. The stated purpose, in the government's own procurement documents, includes investigating "voters fraud." ICE wants to use this data to continuously monitor millions of people and entities, not with individual warrants, but in bulk, in real time.

This is not targeted law enforcement. It is mass surveillance of the American public.

Thomson Reuters claims it prohibits CLEAR from being used to locate noncriminal immigrants for deportation. But the company previously fired a longtime employee who raised concerns about selling data to ICE. The contract it is now signing explicitly targets voter fraud investigations, a use that goes well beyond immigration enforcement and into monitoring American voters by their ethnicity and Social Security number.

A minority shareholder has already called on Thomson Reuters to explain the contract. Congress should investigate how a $125 million no-bid surveillance deal was awarded without competitive bidding, and what safeguards exist to prevent this data from targeting communities of color at the ballot box.

We are calling on Thomson Reuters to cancel this contract entirely.
