Kim Ahyun (also known by her activist name “Haecho”) is a South Korean peace activist engaged in antiwar efforts across East Asia, including sustained nonviolent resistance to the naval base on Jeju Island. In 2021, she completed a peace voyage connecting Jeju (South Korea), Okinawa (Japan) and Taiwan, promoting regional solidarity and a vision of East Asia’s shared waters free from militarization. Sailing with the Thousand Madleens to Gaza (TMTG) first wave in September 2025, she was aboard the vessel ‘Alaa Al Najjar’ when she was kidnapped, detained, and later deported by the IOF. Despite this, she chose to continue her sail towards Gaza once again.

At this very moment, Ahyun is participating in a civilian flotilla sailing to the occupied and besieged Gaza Strip to challenge Israel's illegal and deadly siege on the Palestinian people. She is sailing with the Freedom Flotilla Coalition, aboard the vessel "Lina al-Nabulsi"—a boat named after a young Palestinian girl shot dead by Israeli forces 50 years ago, on 15 May 1976. Since Lina's murder, Israel has killed tens of thousands of Palestinian children, and continues to do so with impunity. Meanwhile, the South Korean government has invalidated her passport under the pretext of “personal safety,” constituting a serious violation of her freedom of movement and freedom of conscience—a wholly undemocratic and inhumane measure.

President Lee Jae-Myung has publicly emphasized the importance of upholding human rights under all circumstances, even sharing footage of war crimes committed against Palestinians by the Israeli Occupation Forces. Yet his administration’s decision to revoke Ahyun’s passport directly contradicts those principles, effectively suppressing the very acts of peace and human rights advocacy it claims to support. The international flotilla movement draws attention to the suffering of Palestinians and seeks to end the illegal siege of Gaza. They are civilian-led direct action initiatives born out of the failure of governments and international institutions to hold Israel accountable.

Between April 29 and 30 (local time), the IOF intercepted 22 boats and detained over 180 crew members of various nationalities in international waters near Crete—more than 1,100 kilometers from the coast of Gaza. While most detainees were later deported to Greece, testimonies of physical and psychological abuse inflicted during detention continue to emerge.

Ahyun herself was previously intercepted during the Thousand Madleens to Gaza’s sail last September. After 11 days at sea, she was detained by the IOF and deported after three days. Ahyun said that even though she felt fear, she was not truly afraid. Because “nothing compares to the atrocities I witnessed in Gaza, and because Palestinians have shown the world profound resilience in the face of fear.” It is despite enduring inhumane threats and violence during her detention, she chose to sail again.

Reflecting on her detention in September 2025, she further stated:

“Inside the Israeli detention center, we protected one another and refused to give up hope, shouting ‘Free Palestine!’ together. I left messages of solidarity in Korean for those who might come after me, and even hid rosaries and medicine. The ordinary faces of the soldiers made me realize how deeply our everyday lives are entangled in the normalization of systemic violence. The more I witnessed these details, the deeper my understanding of solidarity. After being deported, we immediately began preparing for the next sail.” (Ahyun's interview for 4.16 Network, 2026)

Given the clear pattern established by previous Israeli attacks on peaceful flotilla initiatives, including the most recent assault, kidnapping, and beating of activists on the doorsteps of Europe, this current sailing mission faces a serious risk of interception anywhere in international waters and potentially even sooner and more violently than the last sail. If Ahyun is detained without a valid passport, the risks to her safety and her exposure to violence at the hands of Israeli forces will increase significantly.

The South Korean government must prioritize the protection of its citizens, including Palestinian solidarity activists like Ahyun. It must immediately restore her passport and take active concrete steps to ensure her safety and uphold her rights as a South Korean national. As participants are sailing lawfully, the government must call on Israel to respect Ahyun's right to peaceful navigation in international waters and onward to Gaza. It should also take proactive measures to support the flotilla's safe passage to Gaza.

We take a moment to re-emphasize the root cause of this sailing mission, to which thousands of civilians have dedicated themselves: 78 years of Israel’s illegal military occupation of Palestine, the ongoing blockade and genocide of Gaza, and the continued failure of global leaders to act. Governments, including South Korea, must mobilize all available diplomatic means and international cooperation to help bring an end to these fundamental injustices.

We also emphasize that among the hundreds of participants from 50+ countries joining this sailing mission, no other participant has faced such extreme measures from their government. While this punitive response is unprecedented, it reflects a pattern that is all too familiar: The (Korean) government is attempting to wield its authority to suppress activists and their solidarity efforts with Palestine.

We call on comrades around the world to join the Korean civil society in condemning the South Korean government’s illegal and undemocratic revocation of a peace activist’s passport. Despite attempts to obstruct our paths to connection, we stand united. The global movement for Palestinian liberation cannot and will not be stopped. Until we anchor in a free Palestine, we will not stop sailing.

Our demands for the South Korean government are as follows :

1. Restore peace activist Kim Ahyun’s passport immediately!
2. End all unjust repression against nonviolent peace sailing missions!
3. Ensure the safe passage of the flotilla and all participants on board to Gaza!
4. Enact meaningful economic and political measures against Israel to halt ongoing violence against Palestinians!
5. Respect the freedom and dignity of the Palestinian people, and recognize their rights to self-determination and right of return!

Raise your voice in support of Ahyun and stand resolute against the unjust oppression she and other peace activists around the world are facing right now. Let us reaffirm our unwavering solidarity with the Palestinian struggle for justice, dignity, and liberation!

한국 정부는 활동가 김아현(해초)의 여권 효력을 복구시켜야 합니다!

김아현(액티비스트 네임 해초, 팔레스타인 해방을 위한 항해 한국본부)은 한국 출신의 평화활동가입니다. 세계 평화의 섬 제주도 강정마을에 폭력적으로 들어선 제주해군기지 반대운동에 참여하면서 평화운동을 시작하게 되었습니다. 2021년 제주와 오키나와, 대만을 잇는 평화의 항해를 통해 해당 공해를 어떤 군함도, 어떤 전쟁연습도 진행되지 않는 평화롭고 평등한 ‘공평해’로 만들자는 메시지를 전파했습니다. 2025년 가자로 향하는 구호 선단에 올라 나포와 구금을 겪었으며, 올해 두 번째 가자 항해를 이어가고 있습니다. 

지금 이 순간, 한국 활동가인 김아현(해초)은 팔레스타인 가자지구에 대한 이스라엘의 불법 점령에 맞서 자유선단연합(FFC)과 함께 정의를 향한 시민 주도의 항해를 이어가고 있습니다. 해초가 탑승한 배는 50년 전인 1976년 5월 15일 이스라엘 점령군에 의해 총격으로 숨진 팔레스타인 소녀의 이름을 딴 ‘리나 알-나불시’호입니다. 리나가 살해된 이후로도 이스라엘은 수만 명의 팔레스타인 어린이를 살해해 왔으며, 지금도 아무런 처벌없이 이 같은 반인륜적 범죄를 이어가고 있습니다. 그러나 한국 정부는 ‘신변 보호’라는 기만적인 명목으로 해초의 여권을 무효화하며 이동권과 양심의 자유를 탄압하는 반민주적이고 반인권적인 폭거를 저질렀습니다.

이재명 대통령은 이스라엘 점령군의 팔레스타인 고문살해 영상을 공유하며 어떤 상황에서도 인권이 우선되어야 한다고 말한 바 있습니다. 팔레스타인인들이 겪는 참상을 알리고 가자의 봉쇄를 부수려는 팔레스타인 연대활동이야말로 인권을 지키는 용감하고 정의로운 행동입니다. 한국정부의 여권 박탈은 인권을 탄압하는 행위이자 팔레스타인 연대 운동에 대한 탄압입니다.

그리스 현지 시각 4월 29일부터 30일 사이, 가자 해안에서 1,100km 이상 떨어진 크레타 섬 인근 공해상에서 이스라엘 점령군이 배 22척과 180명 이상의 다양한 국적의 선원을 불법적으로 나포했습니다. 현재 대다수의 선원은 구금 이후 그리스로 추방되었으나, 점령군에 의해 자행된 신체적, 정신적 폭력에 대한 증언이 SNS를 통해 끝없이 이어지고 있습니다.

해초 활동가 역시 지난해 9월 항해 당시, 항해 11일 만에 이스라엘 점령군에 나포되어 사흘 뒤 추방된 바 있습니다. 구금에서 마주했던 이스라엘 점령군의 비인도적인 협박과 폭력을 견뎠음에도 불구하고 “항해하다 죽는다 해도 지금 팔레스타인에서 고통을 겪는 사람들에 비하면 훨씬 편안한 죽음이 아닌가”라는 생각과, “세계에서 가장 참혹한 비극에 처해 있으면서도 꺾이지 않는 [팔레스타인인들의] 긍지”에 힘입어 다시 항해에 나섰습니다.

“우리는 이스라엘의 감옥 안에서도 서로를 지켰고, “프리 팔레스타인!”을 외치며 희망을 놓지 않았다. 다음에 이곳에 올 누군가를 위해 벽에 한국어로 연대의 편지를 남기고, 몰래 묵주와 약을 숨겨두기도 했다. 이스라엘 군인들이 너무나 평범한 사람의 얼굴을 하고 있어서, 거대한 폭력의 구조 속에 개인의 삶이 얼마나 촘촘히 얽혀 있는지 깨달으며 막막함을 느꼈지만, 그 세부를 마주할수록 연대에 대한 이해는 오히려 깊어졌다. 우리는 추방 후 곧바로 다음 항해를 준비했다.” _2025년 9월 항해 당시 이스라엘 구금 경험에 대해 ("이곳과 저곳을 연결하는 감각이 우리의 몸에 새겨진다면," 4.16연대 소식지 인터뷰, 2026.)

이번 항해는 앞서 유럽 연안에서 활동가들을 폭행하고 납치하며 평화 항해에 대한 이스라엘의 기습 공격이 전례로 남아 있어, 공해상 어디에서든 나포될 가능성이 있으며 예상보다 더 신속한 나포도 예상됩니다. 무엇보다 나포 상황에서 여권으로 신원 확인이 어렵거나 문제가 있을 경우, 해초가 직면할 수 있는 폭력의 위험은 기하급수적으로 높아질 것입니다. 

이에 한국 정부는 한국 국적의 시민이자 평화 활동가의 보호를 최우선으로 고려해야 하며, 이를 위해서는 여권의 효력을 보장하고 해초의 안전을 적극적으로 확보해야 합니다. 또한 정부는 국제법에 의거해 가자로 향하는 해초를 포함한 선단 탑승자들의 평화로운 항해권을 존중하고, 선단이 가자까지 안전하게 통과할 수 있도록 적극적이고 선제적인 지원 조치를 마련해야 합니다.

우리는 이 항해의 근본적 취지를 다시 한번 강조합니다. 세계 각국 정부의 방관과 침묵 속에서, 시민들이 목숨을 걸고서까지 직접 행동에 나서게 한 근원은 78년간 지속된 이스라엘의 팔레스타인 불법 점령과 가자지구 봉쇄입니다. 바로 이 근본적인 문제를 끊어내기 위해, 한국 정부는 가능한 모든 외교적 수단과 국제적 협력을 동원해야 합니다.

또한 이번 항해 임무에 참여한 50개국 이상 수백 명의 참가자 가운데, 그 누구도 자국 정부로부터 이처럼 극단적인 제재를 당한 사례는 없습니다. 이러한 징벌적 대응은 전례가 없지만, 평화 활동가들과 특히 팔레스타인 연대 활동을 억압하기 위해 공권력이 동원되는 패턴은 결코 새로운 일이 아닙니다.

국제 시민 사회에 호소합니다. 한국 정부의 반민주적인 여권 효력 박탈을 규탄해 주십시오. 여권을 빼앗을 수는 있어도 팔레스타인의 해방을 향한 우리의 여정을 막을 수는 없습니다. 우리는 팔레스타인 해방을 위한 항해를 멈추지 않을 것입니다. 함께 힘을 모아 한국 정부에 다음과 같이 요구합시다 : 

1. 한국 정부는 평화활동가 해초의 여권을 즉각 복구하라!
2. 한국 정부는 비폭력 평화 항해에 대한 부당한 제재와 탄압을 중단하라!
3. 한국 정부는 선단이 가자까지 안전하게 통과할 수 있도록 적극적인 조치를 취하라!
4. 한국 정부는 이스라엘의 집단학살을 멈추기 위한 실질적인 경제·정치적 제재에 동참하라!
5. 한국 정부는 팔레스타인인들의 자유와 존엄을 존중하고, 자결권과 귀환권을 인정하라!
