Demand the Resignation of the CMSD Board of Education and Chief Operations Officer

The Issue

To the Cleveland Metropolitan School District and Concerned Community Members:

We, the undersigned, call for the immediate resignation of the entire Cleveland Metropolitan School District Board of Education and the Chief Operations Officer (COO) due to a persistent dereliction of duty that has placed students, teachers, and staff in unsafe and unhealthy conditions for far too long.

CMSD policy mandates that:

  • The Board directs the administration to develop a safety program, reviewed annually, with strategies to disseminate information regarding the safety program to students, staff, parents/guardians, and the public.
  • The Chief Operations Officer is responsible for the safety program and for developing written procedures to comply with all applicable Federal and State laws and regulations.
  • The District's educational program must include safety practices. In-service training must cover the District's safety program, including emergency response, crisis management, and building-level safety and emergency plans.

Despite these explicit responsibilities:

  1. The Board failed every year to review and ensure compliance with the District's safety program, neglecting both policy oversight and statutory obligations.
  2. Students and staff were and continue to be forced into unsafe buildings, including those with structural failures, unremediated mold, and lead and asbestos hazards.
  3. The COO allowed these unsafe conditions to persist while the executive leadership continued enriching themselves and awarding massive contracts to outside vendors instead of prioritizing safe and healthy learning environments.
  4. Emergency preparedness, crisis management, and building-level safety plans were inadequately implemented, leaving children and educators vulnerable.

This is not merely negligence; it is a systematic pattern of abuse and mismanagement at the highest levels of CMSD governance. The Board's failures are compounded by executives who prioritize administrative profit over the fundamental duty to protect students and staff.

We Demand:

  • The immediate resignation of all current members of the CMSD Board of Education. Their continued presence is incompatible with public trust or student safety.
  • The resignation of the Chief Operations Officer, who has repeatedly failed to implement, monitor, and enforce the District's safety program.
  • Full public disclosure of all safety program reviews, building inspections, emergency procedures, and in-service training logs for the past decade.
  • An independent audit of CMSD's safety program, budget allocations, and vendor contracts to identify mismanagement, risk to students, and compliance failures.

Our children, our educators, and our neighborhoods deserve safe, healthy, and lawful learning environments. CMSD has repeatedly failed this community. The current Board of Education and COO must be removed from office immediately to restore accountability, integrity, and public confidence.
