Demand that Global Retains Local Programming on Heart, Capital, and Smooth Radio Networks
The Issue
As a passionate supporter of local broadcasting, I've grown frustrated and disappointed with Global's decision to eliminate even MORE local and regional programming output on their Heart, Capital, and Smooth radio networks across England (this time axing their 4pm-7pm weekday Drivetime regional shows), in which they have dubbed their "Nations Strategy". This had been made possible by the new Media Act (which came into effect last year), which removes the legal requirement for regional programming on radio stations.
Emphasis on requirement, as this means that while Heart and Capital and other radio stations don't have to produce local programming, they still can, and are intentionally choosing not to, and it is really disappointing that it turns out they are only doing the bare minimum required by law.
What makes this even worse is that Scotland and Wales both still get to enjoy the privilege of localised output, furthering the inconsistency of this decision. I am sure that, like, me, thousands of others in England still value local programming - it offers uniqueness, relevance, and improved community connection that is missing in a standardised, country-wide service.
My personal outcry echoes the disappointment felt in 2019 when local breakfast shows were axed - a controversial decision following OFCOM’s relaxing of local programming requirements. This caused a wave of complaints six years ago, and I believe the current move towards the complete withdrawal of local programming in England will trigger public outcry once more.
Now, I do understand that this new national "[Heart/Capital/Smooth] England" station will continue to air local news, travel and advertisements on each local licence. However, this is a VERY limited variety of local output, even compared to just six years ago. And despite the growing accessibility of digital platforms, people still value the local touch that is under threat here.
With this petition, I call upon Global Media & Entertainment Limited to consider the voice of their listeners, revisit the decision, and retain the local programming output on their Heart, Capital and Smooth radio networks across England. By standing together and voicing our preferences for localised output, we can help uphold the diversity of content and preserve the identity of our local stations.
