Demand Safety, Accountability, and Real Zero Tolerance at Parkland High School

The Issue

The Issue
We, the undersigned parents, students, and community members, are calling for an immediate overhaul of how Parkland High School and the Parkland School District handle reports of bullying, harassment, and student safety.

Currently, the district’s "Zero Tolerance" policy exists in name only. Victims of persistent harassment—including students with disabilities protected under Federal Law (IDEA)—are being told that if a teacher didn't "hear it" or a silent camera didn't "see it," the harassment didn't happen.

We are seeing a dangerous pattern where:

Victims are "Punished": Students being bullied are offered schedule changes as a "solution," effectively removing the victim from their peer groups while the aggressors remain in place.

Reports are Ignored: Staff members acknowledge seeing students in emotional distress but fail to document or "recall" the specifics of the reports made to them.

Medical Necessity: The hostile environment has reached a crisis point where students feel unsafe to attend school, leading to severe mental health struggles, including self-harm and suicidal ideation.

Our Demands
We demand that Parkland High School Administration and the Board of Directors implement the following changes immediately:

Prioritize Victim Safety over Aggressor Convenience:

 

  • In cases of documented harassment, the aggressors—not the victims—must be the ones subjected to mandatory schedule changes and removal from elective activities (e.g., Chorus, sports, clubs).
  • Verified Peer Corroboration: The district must stop relying solely on "teacher earshot" or "silent footage." Digital evidence (text/social media) and third-party student witnesses must be given full weight in HIB (Harassment, Intimidation, and Bullying) investigations.
  • Mandatory Reporting Accountability: Any staff member who witnesses a student in "visible emotional distress" must be required to file a formal report and follow up within 24 hours. "I don't recall" is an unacceptable response for a mandated reporter.
  • Discrete Safety Escorts: Students who feel unsafe must be provided with discrete, non-stigmatizing supervision during all school transitions until the environment is proven safe.
  • Transparent Safety Plans: Parents of students with IEPs must receive a written, measurable Safety Plan that is updated in real-time and identifies a specific administrator accountable for its daily implementation.

 

Conclusion
A school is not "successful" if its students are afraid to walk the halls. We refuse to wait for a tragedy to happen before the district takes bullying seriously. We demand that Parkland High School be a place where the right to a safe education is guaranteed for every student.
