The Issue

Forty-five animals, seventeen dogs, thirteen cats, twelve birds, a duck, a rabbit, and a fish, were packed into a U-Haul van outside the Hershey Animal Emergency Center in Hershey, Pennsylvania, with no access to water. Derry Township police say the van reeked of animal waste and spoiled food when officers responded to a report of abuse and neglect Wednesday night. One of the dogs was injured so badly that veterinarians had no choice but to put the animal down.

The driver, Selma Kizil, told police the animals were being relocated from her rescue operation on Long Island to Oklahoma City, where she planned to start over. Whatever her intentions, the outcome is undeniable: dozens of living creatures spent a cross-country trip crammed into filthy compartments, and at least one of them paid for it with its life.

Kizil now faces charges of aggravated animal cruelty, animal neglect, and cruelty to animals. Charges on paper mean nothing if they don't stick. Dauphin County prosecutors need to know the public is watching this case and expects the maximum penalty the law allows, not a quiet plea deal that lets the next overloaded van slip by unnoticed.

This case also exposes a real gap: nothing currently stops anyone who calls themselves a rescue from loading dozens of animals into a single vehicle with no inspection, no oversight, and no limit. Pennsylvania lawmakers should close that gap so the next overcrowded transport gets caught before an animal dies, not after.

“The case is in the early stages. I take this case very seriously and we are pursuing justice. We will seek the convictions. But the sentencing is a matter for the trial judge to decide We will do our best to achieve justice. Our first step is to get the case to the Court of Common Pleas. It is pending before the MDJ Dominic Pelino with a hearing set for September 8, 2026, at 8:45 a.m. That was set at night court so it may not occur then. I presume you have access to the docket but it is good to check there. The MDJ docket number is MJ-12304-CR-0000323-2026.”
