Demand Lancashire Constabulary Record and Investigate Conspiracy to Murder

The Issue

I urgently ask for your support to demand that Lancashire Constabulary record and investigate a reported conspiracy to murder, a chilling contract killing that they have shockingly refused to acknowledge as a crime.

I also call for the force to immediately review the CCTV evidence they have repeatedly failed to request, despite its critical relevance to public safety.

A Lancashire resident reported this terrifying risk to his life, captured on mobile phone CCTV, where a man from Manchester, visited the victims homed and warned of a paid contract on his life linked to named Manchester-based gangs. This was was reported promptly to Lancashire Constabulary. The force initially recognised a “credible threat to life” but failed to record the crime, issue an Osman warning, or collect the offered CCTV evidence.

This refusal breaches the Home Office Crime Recording Rules (HOCR), which mandate recording victim-based crimes like conspiracy to murder within 24 hours unless credible contrary evidence exists.

Lancashire police made the excuse it was a state based offence, not victim based, resulting in a Judicial review which permission has been granted.

By ignoring this reported contract killing, Lancashire Constabulary has left a resident and their family vulnerable. Instead of investigating, the force is diverting taxpayer funds to defend their inaction, prioritising institutional cover over protecting lives.

This failure erodes public trust and undermines HOCR’s commitment to a victim-focused crime recording system.

I ask you to sign to demand that Lancashire Constabulary:

  1. Immediately record the reported conspiracy to murder as a crime, as required by HOCR.
  2. Launch a thorough investigation, starting with reviewing the CCTV evidence they have never requested.
  3. Redirect resources from legal defence to investigating this serious crime and ensuring public safety


The public deserves a police force that acts decisively against a potential murder plot, not one that ignores evidence and refuses to record a crime.

On 9 June 2025, the High Court granted permission for a judicial review of Lancashire Constabulary’s decision, citing arguable illegality and irrationality, but the public should not have to wait for court proceedings while lives are at risk.
