He has a criminal record for fake passports and fraud.

He took Matthew to avoid being deported from the UK.

Please help a mother find her son after 12 long years.

UNLAWFUL ABDUCTION OF MY SON MATTHEW 

In or around August 2014, Raoul Herbin Ngapa (also using the name Raoul Santana) – my ex who stalked and abused me – took my son Matthew Moldovan from me: 

- He had no consent from me 

- He had no court order giving him any legal right whatsoever 

- Matthew’s birth certificate does not name him – he has no legal standing at all 

He took Matthew specifically to avoid his own deportation – he had been refused asylum, and already had a criminal record for fake EU passports and identity fraud 

- For over 12 years he has hidden Matthew completely, cutting him off from me, his brothers, his Jewish faith, his Romanian heritage, and his true family and identity 

- I lost Matthew’s passport while searching for him day and night across London in desperation – I still keep his 

When I first asked for support, I clearly requested carers who understood and respected our Jewish faith and Romanian cultural heritage. Instead: 

- They allowed decisions against my wishes – such as cutting Matthew’s hair before his first religious ceremony 

- They stopped me taking Matthew to synagogue or for religious blessings 

- They listened to my abuser and his family instead of me 

They removed my name from official records as if I did not exist 

WHAT I HAVE ENDURED FOR MY CHILDREN 

- Walked the streets day and night searching for my sons, even when heavily pregnant 

- Collapsed and admitted to hospital repeatedly from exhaustion, hunger and grief 

- Travelled all the way to Cameroon to search for them, speak to locals and authorities, and put up posters 

- Lost £7,000 to scammers pretending to be police and social workers who promised to bring my children home 

- Was stalked, beaten and abused by Raoul Ngapa before Matthew was taken 

- Celebrated every birthday and holiday for 12 years broken-hearted, separated from my own flesh and blood 

MY FORMAL REQUEST 

Locate Matthew Moldovan immediately and secure his safe return to me and his brothers 

Even though Raoul Ngapa is the man who stalked me, beat me, abused me, and unlawfully took my baby Matthew – authorities and those involved also took his side. 

They ignored my proof of abuse and danger, and acted as if his lies mattered more than my safety or my right to my own child. 

THEY REMOVED MY NAME FROM OFFICIAL REPORTS 

Authorities and those involved also removed my name from records and reports. 

They made it look as if I did not exist, as if I was not his mother, or as if I had abandoned him. 

They erased my identity and my rights, and hid the truth about who I am and what I have suffered. 

I SUFFERED IN SILENCE DUE TO FEAR & DIFFICULTIES 

Because I was afraid, and because I have hearing loss, language barriers, and health problems, I kept quiet and suffered alone for a long time. I did not have the voice or the means to speak up and tell everyone the truth. 

Raoul Ngapa also stole my passport and my green card from me back in 2013, leaving me without my own identity papers. 

I AM SEARCHING & HAVE REPORTED TO AUTHORITIES WORLDWIDE 

I am now planning to travel to Liverpool to search for Matthew and put up appeal posters. I have also started a campaign in Romania for my missing children. All these matters have been officially reported to: 

- Police in Romania 

- The Hague Convention authorities 

- Interpol 

- Police here in the UK 

Also I need help reporting to the authorities and police in Cameroon too

1. Add Raoul Herbin Ngapa to all Cameroon border & airport watch lists

2. Alert all Cameroon airports and entry points: If he ever travels to or returns to Cameroon, arrest him immediately

3. Notify UK authorities: Request they proceed with his deportation order

4. Locate my son: If found, ensure Matthew is returned safely to his only legal mother in the Uk

I hold full evidence: birth certificates, police reports, court documents, and proof of his crimes. I am ready to provide all copies.

I beg you to help me stop this man and bring my son home after 12 years of suffering.
