  Child MATTHEW ISAIAH MOLDOVAN (DOB 19/03/2014) Family Torn Apart by Unjust & Crime; 11+ Years of Suffering – Request for Immediate State Intervention

Dear Secretary of State / Minister,

I am writing to you with a broken heart, as the mother of Matthew Isaiah Moldovan  a  child, stolen from our family over 11 years ago, and now hidden away For over 11 years, I have not slept a full night, I have cried every single day, and I have lived only for one purpose: to hold my son again. Our family has been destroyed by injustice, crime, and a legal gap that leaves us with no hope – except for you. I beg you to read every word, because this is not just a case file – this is a child’s life, and a family broken beyond repair.

THE TRAGEDY THAT DESTROYED OUR FAMILY

Our suffering began in 2014 when Matthew He was taken away without justice, without proper process, and torn away from our child– including Matthew, who was only few months old at the time. That cruel decision left me alone, vulnerable, and our family split apart before it could ever be whole.

While we were already grieving and broken, a man named Raoul Herbin Ngapa (also known as Raoul Santana) took advantage of our pain and vulnerability. This man:

- Was convicted in UK courts on 21 October 2016 for possession and use of false identity documents

- Has no legal right to be in the UK

- Has no parental rights, legal authority, or any connection to Matthew whatsoever

In 2019, he committed a calculated, pre-planned crime: he unlawfully abducted Matthew from my care, removed him without my consent, and took him to Liverpool 

Since that day – over 11 years ago – Matthew has been hidden, isolated, and completely cut off from us. We have had no contact, no calls, no messages, no proof of his safety or wellbeing. He has been denied his mother’s love, his brother’s companionship, his identity, his language, his culture, and every basic right every child is entitled to.

THE LEGAL DEAD END – WHY WE NEED YOU

The hardest truth of all is this: Cameroon is NOT a signatory to the Hague Convention on the Civil Aspects of International Child Abduction. There is no automatic legal process, no international treaty, no standard mechanism to bring Matthew home. The law that protects other children does not protect my son.

Raoul Herbin Ngapa knows this. That is exactly why he wanted take him there. He believes he is untouchable, that no law can reach him, and that he can keep a mother and son apart forever. He is wrong. You have the power to prove him wrong.

THE HUMAN COST – 11+ YEARS OF AGONY

I do not write to you as a complainant – I write to you as a mother who has suffered more than any human being should ever have to bear:

- Over 4,000 sleepless nights: Every hour, every minute, I wake up crying, terrified, wondering if my son is safe, if he is scared, if he is fed, if he remembers me.

- A stolen childhood: I have missed every birthday, every smile, every milestone, every single moment of Matthew growing up. These can never be given back. He is now 12 years old – growing up without his family, maybe in  a foreign country or maybe in UK, denied everything that makes a child’s life whole.

- Trauma that will never heal: Parental abduction is a crime that destroys lives. I have  not held him since he was a baby. Our whole family – grandparents, uncles, cousins – grieves every single day. We are alive, but we are not living.

Matthew was born here. He belongs here. He belongs with me, his mother, his brother Daniel,  He does not belong in hiding, held by a convicted criminal, cut off from everything he loves.

YOUR DUTY – AND OUR ONLY HOPE

Under UK law, international human rights law, and the UN Convention on the Rights of the Child, every child has the fundamental right to be with their family, to safety, to identity, and to love. Matthew is being denied all of these.

Because Cameroon is not part of the Hague Convention, it falls directly to the UK Government – to you – to act. You have the diplomatic power, the resources, and the legal and moral duty to intervene. You can engage with the Government of Cameroon, you can use consular and diplomatic channels, you can demand his welfare and return, and you can bring a  child home if he not in the UK.

I have fought peacefully, lawfully, and tirelessly for over a decade. I have knocked on every door, tried every legal route, and never given up. But I cannot do this alone. Only you can open the door that will bring my son back to me.

FORMAL REQUESTS

I formally and urgently ask you to:

1. Prioritise this case as a matter of extreme urgency, recognising Matthew is a  child unlawfully held and every day that passes causes irreversible harm.

2. Instruct the Foreign, Commonwealth & Development Office to open high-level diplomatic engagement with the Government of Cameroon, to locate Matthew, verify his safety, and secure his safe return to the UK and to his family.

3. Coordinate between the Home Office, Foreign Office, Merseyside Police, and all relevant agencies to use every available power, tool, and channel to bring him home – including consular assistance, diplomatic pressure, and international child protection frameworks.

4. Review and address the injustice of Matthew’s father’s unlawful deportation, so that once Matthew is home, our family can be fully reunited and protected from ever being torn apart again.

5. Provide us with urgent updates, support, and recognition for the trauma our family has endured, and work with us every step of the way to reunite us.

FINAL PLEA

To you, this may be one case among many. To me, it is my whole life. It is the difference between me living or dying, between my son having a future or being lost forever.

I beg you: Do not let 11 years of tears, sleepless nights, and broken hearts be in vain. Do not let a criminal’s actions, or a gap in international law, steal my son forever.

Matthew He belongs here. He belongs with us. Families belong together. Please help us bring him home.

I am ready to meet you, provide every document, testify, and do anything needed to make this happen. I wait for your reply, and I will wait forever – but Matthew cannot wait.
