🚨 INTRODUCTION & RELATIONSHIP TO THE CASE

My name is Joshua Moldovan. I am the brother of Elisabeta Moldovan and the maternal uncle of Matthew Isaiah Moldovan. I am writing this report in my own name, as a direct family member, to give evidence of the truth, to confirm the facts, and to formally demand that you take immediate action to deport Mr Raoul Herbin Ngapa and return my nephew to his mother and his rightful family.

I have known this situation from the very beginning. I have witnessed the suffering, the abuse, the lies, and the destruction that this man has caused to my sister and to my nephew. What I write here is the absolute truth, based on what I have seen, what I know, and what my family has endured for 11 long years.

This is not a dispute. This is a case of a criminal foreign national abusing the system, stealing a child, destroying a family, and living illegally in this country while causing severe harm to a vulnerable child and his mother.

I ask you to treat this statement as formal evidence and to act upon it immediately.

1. MR RAOUL HERBIN NGAPA – ILLEGAL, CRIMINAL & DANGEROUS

 I can confirm without any doubt that he is not a father, he is not a carer, and he has never acted in the best interests of my nephew. He has only ever acted for himself.

✅ HE IS HERE ILLEGALLY – AND ABUSES PUBLIC MONEY

- I know for a fact that he entered the UK in 2012 as a visitor and never left. His visa expired, he claimed asylum which was rejected, and since 2016 he has had absolutely no legal right to be here.

- He is an illegal immigrant. Despite this, he lives in housing and receives financial support funded by British taxpayers. This is fraud. He lies to authorities about his status to get money and a roof over his head. He receives only £10 per day, which is barely enough for one person — yet he is expected to care for a child with special educational needs? This is impossible and dangerous. It is proof of neglect.

- He has no job, no skills, no family and no support network here in the UK. All his family are in Cameroon. He has zero ties to this country except for the child he stole. There is no legal or moral reason for him to remain here. He must be deported immediately.

✅ HE IS A CONVICTED CRIMINAL & FRAUDSTER

- I was aware of his arrest and conviction in October 2016. He was caught with false identity documents, using the name “Raoul Santana”. This is a serious crime.

- He continues to use this false name today. He uses one name for immigration and another name for schools, doctors, and housing. He is a professional liar and a fraudster. He changes his identity to hide his criminal record and his illegal status so that social services and schools do not know who he really is.

- A man who lies about who he is cannot be trusted with a child. He deceived my sister, he deceived me, and he has deceived the British authorities for over a decade.

As his uncle and family protector, I say this: A criminal, illegal immigrant with a history of fraud and deception is NOT fit to raise my nephew. Under Section 32 of the UK Borders Act 2007, he MUST be deported. There is no other option.

2. HE IS AN ABDUCTOR – HE STOLE MY NEPHEW AND DESTROYED OUR FAMILY

The way he took my nephew and kept him away from us is a crime that has broken our family’s heart. I have watched my sister cry, suffer, and fight for 11 years. I have watched my nephew grow up without his mother, without his family, and without his identity.

✅ HE HAS NO RIGHTS TO THIS CHILD – HE IS A STRANGER

- I have seen the birth certificates. I have seen the legal documents. Mr Ngapa is NOT named anywhere as the father. The documents clearly state “Father: Unknown”.

- He is not on the birth certificate, he has never had a court order, and he was never granted parental responsibility. The Section 20 placement in 2014 was an emergency safety measure because of his abuse and violence — it never gave him rights.

- Legally and biologically, he is a stranger to the child. He has simply taken possession of him and refuses to give him back. This is theft. This is abduction.

✅ HE TOOK MY NEPHEW OUT OF THE UK – HE LOST HIM IN CAMEROON

- In 2019, without telling anyone and without permission, he took my nephew all the way to Cameroon, Africa. He took him away from his home, his country, and his family.

- I know he has threatened to do it again: “If they deport me, I take him to Cameroon forever.”

- This is the biggest danger of all. Cameroon is NOT part of the Hague Convention. If he takes him there again, we will never see the child again. The UK courts have no power there. The police cannot go there. My nephew will be lost forever in poverty and danger.

- As an uncle, I beg you: Do not wait until he is gone. Deport Mr Ngapa NOW, while he is here, before he disappears with my nephew forever.

✅ HE IS BRAINWASHING THE CHILD – HE IS DESTROYING HIS SOUL

The harm he is doing to my nephew’s mind and heart is worse than physical harm. I know for a fact that Mr Ngapa tells the child terrible lies every single day:

“You have no mother. Your mother is dead / bad / abandoned you. You have no family. You are not Romanian. You are not Jewish. You belong only to me.”

I am Joshua Moldovan. I am his mother’s brother. I exist. I am here. His grandmother exists. His cousins exist. We are a big, loving, Romanian-Jewish family — and this man tells the child we do not exist! This is psychological abuse. This is brainwashing. He is erasing the child’s history, his culture, his religion, and his identity.

Under the UN Convention on the Rights of the Child, every child has the right to know who they are and where they come from. Mr Ngapa is stealing that from him. He is raising the child to hate his own mother and his own people. This is abuse of the highest order.

3. PROOF – MY SISTER IS A PERFECT MOTHER. SHE DID NOT ABANDON HIM.

I have lived through everything with my sister, Elisabeta. I know the truth about what happened. I am here to tell you that all the lies told about her are 100% false and malicious.

❌ LIE: “She abandoned the child in 2014”

I WAS THERE. I KNOW THE TRUTH.

In 2014, my sister was living in hell. Mr Ngapa was beating her, threatening to kill her, forcing her to have an abortion, and locking her in the house. He hated her because she is Jewish and Romanian. She fled for her safety and her life. She came to our family for protection. She went to the Embassies to try and get documents for her son. She did not abandon him — she was running away from the man who was hurting her and trying to destroy her child. She was a victim, not an abandoning mother.

❌ LIE: “She is unstable / unreliable”

I KNOW HOW SHE LIVES NOW.

Today, in 2026, my sister’s life is completely different. She is stable, she is strong, she has a beautiful permanent home in Salford, and she is raising her younger child perfectly well. I see this child often. He is happy, healthy, smart, and loved. This is proof! If she was “unfit” or “unstable”, she could not raise her other child so well. She is a wonderful, loving, capable mother. She has rebuilt her life — and she is ready to welcome Matthew home with open arms.

Mr Ngapa uses old lies from 12 years ago to hide his own crimes. Do not listen to him. Look at the truth of who she is NOW.

4. THE FAMILY – WE ARE HERE, WE ARE WAITING, WE WILL PROTECT HIM

I write this report not just as an individual, but as a representative of the entire Moldovan family. We are a close, strong, and loving family. We have been waiting 11 years for Matthew to come home.

- We are his blood relatives. We are Romanians. We are Jewish. We can give him the culture, the language, the religion, and the love that Mr Ngapa is trying to erase.

- We are safe and legal. We all live law-abiding lives in the UK. We have jobs, homes, and respect in our community.

- We will support my sister. If Matthew comes home, he will not just have his mother — he will have me, his uncle, his grandmother, his aunts, his cousins, and his whole extended family around him. He will never be alone or isolated again.

Leaving him with Mr Ngapa — a criminal, illegal, lonely man with no money and no family — is a sentence of suffering. Returning him to us is a return to life, love, and safety.

📢 MY FORMAL DEMANDS – AS UNCLE & FAMILY PROTECTOR

I am making this formal demand to you, the authorities, because I have the right and the duty to protect my nephew. I DEMAND THAT YOU ACT WITHIN 7 DAYS:

1. DEPORT MR RAOUL HERBIN NGAPA IMMEDIATELY.

He is illegal, he is a criminal, he uses false names, he abuses public funds, and he is a danger to my nephew. There is no legal reason to keep him here. Remove him now before he runs away with the child.

2. RETURN MY NEPHEW, MATTHEW ISAIAH MOLDOVAN, TO HIS MOTHER.

Elisabeta Moldovan is his sole legal parent. She is fit, stable, and proven. The child belongs with her. Every day he stays away is a day of pain, abuse, and loss for him. End this now.

3. ISSUE ALERTS & BANS.

Put alerts at all ports and borders. Stop Mr Ngapa from ever taking the child out of the UK again.

4. STOP ALL MONEY & SUPPORT.

Do not give one more penny or one more room to this man. He is here illegally. He is using your money to hold a child hostage. Cut his support now.

Mr Ngapa has stolen 11 years of my sister’s life. He has stolen 11 years of my nephew’s childhood. He has stolen our family time, our culture, and our happiness. He has broken the law hundreds of times.

He is a thief, a liar, a criminal, and an illegal immigrant. He must go.

My sister is the mother. She is legal. She is good. She is waiting.

Matthew is my nephew. He is part of our family. He belongs with us.

Please, do not let this man win. Do not let him take my nephew to Africa and lose him forever. Do your job. Enforce the law. Deport him. Give us back our boy.

I am ready to attend any meeting, give evidence in person, or do whatever is needed to bring Matthew home.
