- He pleaded GUILTY.
- Under Section 32 of the UK Borders Act 2007, this conviction triggers MANDATORY AUTOMATIC DEPORTATION.
- He uses the false name "Raoul Santana" to deceive authorities and evade the law. This is ongoing fraud.
C. HE IS A DANGER TO CHILDREN
- He has a history of domestic violence, threats to kill, and coercive control against the mother.
- He committed document theft to prevent the mother from proving her rights.
- He acts with associates (Juliette Green, Juliet Farrell, Lois & Chris Allen) in a criminal conspiracy to hide the child and obstruct justice.
2. THE ABDUCTION – WHY THE CHILD MUST BE RETURNED NOW
A. HE HAS NO LEGAL RIGHTS OVER THE CHILD
- FACT: On all official documents (UK & Romanian Birth Certificates), the father is listed as "UNKNOWN".
- FACT: Mr Ngapa is NOT NAMED, NOT RECOGNISED, and HAS NO PARENTAL RESPONSIBILITY in any legal document.
- FACT: The mother is the SOLE LEGAL PARENT.
B. HE HAS COMMITTED SERIOUS OFFENCES AGAINST THE CHILD
- INTERNATIONAL ABDUCTION: In 2019, he unlawfully took the child to Cameroon without consent and without a court order. This is a criminal offence under the Child Abduction Act 1984.
- TRAFICKING & MOVEMENT: He moves the child constantly between UK, Liverpool, London, and Cameroon to evade detection and prevent the mother from seeing him.
- THREATS: He openly stated: "If I am deported, I will take the child to Cameroon forever." He uses the child as a human shield and a bargaining chip to avoid removal.
- NEGLECT: The child has special educational needs and speech delays. Mr Ngapa has no money, no stable home, and no ability to provide the care, therapy, or education the child needs.
C. CULTURAL ERASURE & ABUSE
- He has systematically brainwashed the child, telling him lies: "You have no mother", "You are not Romanian", "You are not Jewish".
- This is severe emotional abuse and violates the child’s human rights to identity, culture, and family life under the UN Convention on the Rights of the Child.
3. WHY THE MOTHER IS FIT AND PROPER TO CARE
The false claims that the mother was "unfit" or "abandoned" have been completely disproven:
- 2014 Absence: She was fleeing violence and seeking safety, working at Embassies to secure the child’s future. She did not abandon – she protected.
- 2017 Missed Appointment: She was under medical emergency advice due to a high-risk pregnancy and threatened miscarriage. She protected her unborn child – this is responsible motherhood.
- CURRENT STATUS (2026):- ✅ Permanent, safe home in Salford.
- ✅ Proven parent: She has raised her younger child alone from birth to age 9, with ZERO safeguarding issues.
- ✅ Stable, supported, and integrated within the community.
- ✅ Holds all legal documents (Passport, Residence cards) proving she is the responsible guardian.
4. URGENT DEMANDS
Based on the overwhelming evidence, the law, and the best interests of the child, I DEMAND that you take the following action WITHIN 7 DAYS:
1. ISSUE DEPORTATION ORDER immediately against Mr Raoul Herbin Ngapa / Raoul Santana under Section 32 UK Borders Act 2007. He is illegal, criminal, and dangerous.
2. ISSUE IMMEDIATE RETURN ORDER for Matthew Isaiah Moldovan to be placed directly into the care of his mother, Elisabeta Moldovan.
3. ACTIVATE INTERPOL ALERTS to prevent him from taking the child out of the jurisdiction again.
4. CEASE ALL PUBLIC FUNDS & SUPPORT immediately – they are being used to fund an illegal life and hold a child hostage.
5. INVESTIGATE HIS ACCOMPLICES who assist in hiding the child and obstructing justice.

For 11 years, this man has broken the law, abused the system, and destroyed this child’s life. He has lied, cheated, and used violence. He has no right to be here, and no right to this child.
