5 UNDENIABLE REASONS TO SUPPORT THIS INVESTIGATION (Followed by Petition and Whistleblowers Report)

1)   Historically Every Claim Of Abuse by CIA Proved To Br True - It would be far better to investigate claims like this and find nothing  then to allow continued suffering of so many people, especially when reported objective is takeover of America.

2)   1.6 Million People Suffering -  ALL REPORTING SAMILAR THINGS - ALL CIA PROGRAM - This many people that have completely lost their freedom to this program should be at least looked into with an investigation.

3)   Whistleblowers Substantiate Claims (LOTS OF THEM) - They worked in the program for the CIA, came forward substantiatinging reports of over a million across the country reporting the same Targeting and Abuse, yet nothing was investigated. 

4)   Protecting Freedom -  Objective of CIA Program is Control of America If it sounds too unbelievable, think about the potential loss of not at least investigating such serious claims.

5)   It Is INHUMANE To Ignore Human Suffering We know what is happening, it is our lives, we have no freedom.

To the United States Congress, the Department of Justice, and all elected officials sworn to uphold the Constitution:

We, the undersigned, As United States Citizens and Human Beings Find it Inhumane to Allow The Torture and Targeting l

Formally demand an immediate, transparent, and independent investigation into serious reports made by Americans concerning unlawful targeting, surveillance, organized harassment, psychological manipulation, and related abuses carried out without consent and without due process.  These people suffer as the Targeted Individuals that make up the program run by the CIA, which plans to take control of America next. For years, people across the United States have reported patterns of harm that they describe as systematic, life-destroying, and impossible to escape. These reports include allegations of relentless surveillance, intimidation, psychological coercion, social sabotage, isolation, interference with employment and housing, destruction of relationships, and other forms of suffering that strip individuals of stability, dignity, and freedom.

Whistleblowers have come forward verifying these claims, yet nothing has been done. One estimate by a whistleblower was 1-2 million Targeted Americans. Whistleblowers latest concerns are of the fact that America is next. I will use the whistleblowers summary to outline the issue. 

These claims have been brought forward repeatedly. Yet despite the scale, severity, and constitutional implications of these reports, there has been no meaningful public response, no transparent inquiry, and no credible independent review. Institutions that exist to protect the people have remained silent where investigation should have begun long ago.

A government rarely descends into tyranny through spectacle alone. It erodes through indifference. It erodes when suffering is dismissed, when fear silences witnesses, when coercion becomes invisible, and when secrecy shields power from scrutiny. It erodes when constitutional rights are treated as optional and human beings are treated as expendable.

History has already shown that intelligence agencies and law enforcement bodies are capable of secrecy, surveillance abuse, psychological operations, and unlawful experimentation. That history alone demands vigilance. When claims of this magnitude arise, they must be investigated, not mocked, buried, or ignored.

This petition is not a request for public relations language, delay, or institutional self-protection. It is a demand for accountability under the Constitution and the law.

We therefore demand:

An immediate independent investigation into claims of unlawful targeting, surveillance, psychological manipulation, organized harassment, and non-consensual experimentation involving United States citizens.

Independent civilian oversight, entirely free from intelligence agency control or influence, with full authority to review evidence, hear testimony, and monitor all investigative proceedings.

Public congressional hearings so witnesses, victims, whistleblowers, experts, and former personnel may present testimony and evidence before the American people.

Immediate protection for whistleblowers, witnesses, victims, and former personnel who come forward with evidence or testimony.

Immediate action to stop ongoing harm to those reporting these abuses while the investigation is underway.

Preservation and review of all relevant records, files, communications, contracts, memoranda, operational documents, and budgets connected to these allegations.

Suspension and review of any program, funding stream, or authority credibly connected to unconstitutional surveillance, psychological abuse, illegal experimentation, or covert targeting of civilians.

Full legal accountability for any individual, contractor, official, or agency found to have violated constitutional rights, civil rights protections, federal law, or basic standards of human dignity.

Recognition, protection, legal remedy, case review, and meaningful support for those harmed by unlawful conduct.

No agency, office, or institution is above the law. The United States government was established to serve the people, not to rule through secrecy, intimidation, or unchecked power.

Freedom must be protected by the people. When oversight fails and secrecy expands, abuse can follow. Silence is not justice. Dismissal is not due process. Inaction is not accountability.

If even a fraction of these claims is true, the implications are staggering. They would represent one of the gravest civil liberties crises in modern American history. The cost of investigation cannot be used as an excuse for inaction. The cost of refusing to investigate is far greater: in human suffering, in public trust, in wasted resources, in constitutional damage, and in the continued erosion of liberty.

We call upon Congress, the Department of Justice, and all elected officials to act with courage and integrity, and to prove the following:

That human suffering will not be ignored.

That injustice against American citizens will be taken seriously.

That freedom will be defended and the Constitution upheld.

That government still answers to the people.

That human rights will not be sacrificed to secrecy.

That life, liberty, and the pursuit of happiness still belong to all.

That illegal experimentation without consent will never be tolerated.

That democracy will not yield to unchecked power.

That equal rights under law still mean something in the United States of America.

The people must remember that government works for the people, not the other way around. We are dangerously close to a point where inaction itself becomes proof of systemic corruption. If our institutions refuse to investigate credible claims of abuse, then they signal that power matters more than justice, secrecy matters more than truth, and control matters more than liberty.

That cannot be accepted.

This is a call to action to our elected government to do what is right. It is also a call to the American people to remain vigilant, to defend liberty, and to insist that no person be discarded, silenced, or dehumanized without recourse.

Freedom, once lost, is not easily regained.

Information Derived from Testimony of A Whistleblower: 
The goal of The Program is to inflict the highest degree possible of psychological damage while leaving the least amount of evidence. The Program considers it a success if the Targeted Individual dies in a way that was caused directly by The Program, one of course being suicide.

The Targeted Individual program as a whole is competed on between 1-2 million individuals across America. They are left in their own environment. They are illegally experimented on using sophisticated modern technology, directed energy weapons, microwave frequencies, and psychological methods. In addition to 24/7 monitoring, use of directed energy weapons, gang stalking, and more, at times they will not only direct the technology against an individual but make instead a general field in a geographical area so that everyone in that area feels the effects. 

There is a specific Targeted Individual program that abducts the target, puts them on a Greyhound Bus and ships them to Seattle where they are made homeless. They live in a homeless shelter where they are experimented on with voice to skull (V2K). Eventually they are given a low level security job with SIS where they are experimented on further. There are at least 300-400 individuals at this moment that are experimented on 24/7, abducted from all areas of the United States.

Some studies in Seattle being conducted are on the upper class, running frequencies to induce different mood states, i.e. mad, agitated, peaceful, sad, or happy. It is also done in areas downtown. It is effective, as I will walk down the Seattle sidewalk and see entire blocks of people all in a very angry state. Another block or two over there will be a bunch that are happier than ever. Typically that of negative emotions are used however.  

These same tactics can be used to induce riots or cause mass destruction. The entire city of Seattle is being experimented on, right out in the streets. Sometimes people even. All you have to do is take a trip to Seattle and it is obvious, signs are everywhere. I urge people to do this, to see an example of what is going on in our country and what is to come.

Aurora, Colorado is being used in a social engineering program. It is primarily military. These tactics are being used on the families of military soldiers while deployed. 

What they use is a specific broadcast frequency for a targeted individual and tune it perfectly, this provides a direct line of access between them and the TI to send and receive messages. Then the TI can be manipulated with information sent as well as received. This is how thought manipulation occurs. They can manipulate emotions, put voices into their head, get real time vitals, what their vision is focused on, replace thoughts, stop TI’s thoughts, hear what they hear, influence decisions, and more. It is sophisticated enough that the TI has no idea where these thoughts are coming from and it is all tracked in real time and monitored. 

A TI might think they are doing something out of the blue, when in fact it is not even them. It can sway people to follow certain agendas or turn groups against one another. They can even affect the voice box. The covert nature of it all in most areas is imperative, being designed to avoid detection from the general public, all while highlighting their presence to the TI. Many vehicles used are chevy’s, there may be a deal possibly made with the company. They are typically young with a military look and gangster vibe- intimidating in nature- the ones used to follow in vehicles. 

In general there are a variety of all ethnic backgrounds, ages, careers, and even using the elderly and disabled. They want some stalkers to have a military type of intimidation with a gangster vibe for intimidation purposes. Some are retired police officers or retired from the military. There are street gang stalkers as well. These are the ones that have constant contact with the TI. In general they try to use a wide variety of people. 

The vibe is important, it is what they are after with each gang stalker. They play a role. The ones chosen at each point to be used are chosen specifically to fit the psychological manipulations they are performing on the TI at the time. This enhances The Program's effectiveness. They have a very specific ‘hands-off’ policy. This is to not raise suspicions. It is also for liability reasons. 

Some gang stalkers later become stuck in the role, and even if becoming disagreeable, don’t speak up for fear they will too become a TI. They don’t go out and say they are going to manipulate and torture victims when hiring. I, like some, discovered I was part of something that disgusts me. There is a sense of peer pressure then applied to try and make Stalkers that are feeling this way feel more like they are hanging with the cool people doing exciting things. Most gang stalkers however feel it is ‘pretty cool’.

This feeling is initiated by the knowledge that they are part of a massive army that no matter what happens they are on the ‘right side’ and will be okay. They have ties to secret agencies and have a feeling like they can get away with whatever they want, minus violence and vandalism. 

They are offered many incentives such as becoming a part of what will be ‘the future of America’. They are told they will be set and fully taken care of, as well as their entire family. Their kids will get the best education and they will be connected to all that is. The harassment and torture that they are a part of at times leads a TI’s death. They live day to day violating human rights, human decency, and all for a hand up and acceptance into the big boys club. 

Hive mind, emotion manipulation, modification technologies, and V2K are used on gang stalkers as well. This is to take away their conscience so they won’t become empathetic towards the TI, or worse yet start feeling guilty for their illegal and immoral wrongdoings.

The intelligence officers however have to kill people at times. They have to get all emotion out early on so they can kill on command. There is a lot of psychology therefore in the basic training of these higher level criminals. 

The biggest reward presented however is, look how isolated and depressed that TI is,, they don’t get to do the things you do, you are one of us, you will never be subjected to their daily torture. Local and state police, social workers, people that have powers they can initiate are also choices for stalking. New gang stalkers are told they can get any man or woman they want, even going as far as hooking them up with others at the many parties they will become part of and dinners they will be invited to. They say things to the gang stalkers like, “Remember that Ti that is suffering alone” saying that they can't do these things, but you however are now a member with a gold access pass. 

The Gang Stalkers are told “You will never become tortured and monitored 24/7, isolated, gang stalked, and end up dying all alone.” These people that are Gang Stalkers have no formal anything in the way of training or qualifications of any kind at times, just made a decision and they were in. 

Going forward it is going to become ‘a dividing line drawn in America’. Every citizen, every child will be under the use of this technology. The line will be who is and who is not on the right side of the technology. If you are not involved in working with The Program, you will become part of The Program. It is being utilized nationwide, and with satellites there is no limit on where they can target. 

“It will soon be automated, being run by supercomputers and monitored with AI” he says “It will manipulate the behavior, emotions, and thoughts of everybody in the United States of America, and it will all be done remotely.”

They won't need a military state with tanks and troops. They will simply push a button, with many choices as to the weapon or manipulation they desire to use. They can track and trace anyone 24 hours a day, all they need is the resonant frequency of your DNA and they can remote into your mind from the top of your head via satellite.

It was a big decision coming forward. You are then marked, knowing all too well of the torture and attempts to destroy your family and any relationship you will ever have with anyone-friend, colleague, cousin. I can’t stop thinking about the victims, sometimes curled in a ball in the corner crying and pleading for help while in tremendous physical pain, having been deemed crazy by all who know them, isolated, alone, as if they are defective. 

Some are the kindest or most brilliant I have ever seen. Any chance at a relationship is sabotaged, children are removed, and some are even abducted and shipped to Seattle wearing a nametag that says homeless.They are abandoned by family and eventually all friends. They are made sure not to be able to get good jobs, or have a home. It just isn’t right. 

He concludes with “this is the reason so many are joining The Program” going on with “they don’t want to be on the other side of the fence. There is ONE SIDE and you are with it or against it, no alternatives.” He further states “It is the only game in town .”

In the end he urges other gang stalkers to come forward stating it is “The only way we will save America.”
