The Issue

Introduction

On March 16, 2026, at approximately 11:45 AM IST, an aged and physically incapacitated street dog in Katwaria Sarai, New Delhi, was removed by the Municipal Corporation of Delhi (MCD) authorities following an unverified complaint, taken to their Animal Birth Control (ABC) centre at Masoodpur, Vasant Kunj, and declared dead within 48 hours.

Municipal Corporation of Delhi (MCD) authorities come to pick up the aged dog on March 16, 2026.

What Happened

  • Dog had severe mobility issues since February 13, 2026
  • Alleged to have bitten 30+ people from the evening of March 15, 2026, to the morning of March 16, 2026
  • No evidence or medical proof of injuries to humans
  • Declared rabid without medical or visual confirmation of rabies
  • Death reported without records
  • Body not shown
  • Body already packed for burial
  • Burial scheduled in a forest in the evening (March 18, 2026)

The Dog

  • Elderly dog with weak hind legs
  • Mobility issues observed since February 13, 2026
  • Could barely stand
  • Limited movement within a 15-50 feet radius
  • Stationary presence outside a residential building near Kuwa (Well) No. 1, Katwaria Sarai, since February 16, 2026
  • No observed aggressive behaviour towards humans or animals

Does that sound like a "mass attacker"?

The Complaint

Date: March 16, 2026

A resident reported to MCD:

  • Dog had bitten 30+ people

Key Observation:

  • No visible evidence (e.g., blood, injuries, disturbance)
  • Dog sat calmly by the side of the lane while multiple people walked past the dog
  • Dog showed no signs of attack or aggression (March 16, 2026 between 10:30 AM IST to 11:45 AM IST)

Why This Matters

This case raises serious concerns about:

  • Abuse of authority
  • Violation of animal welfare laws
  • Lack of transparency
  • Misuse of civic systems to remove animals

Legal Context

Indian law, including the Prevention of Cruelty to Animals Act and judicial rulings such as Animal Welfare Board of India v. A. Nagaraja recognizes the right of animals to live with dignity.

Who is Responsible?

Possibility 1: The Resident and neighbours

  • May have exaggerated claims
  • Possible intent to remove the dog

Possibility 2: MCD

  • Acting without verification
  • Lack of due process and transparency

Possibility 3: Systemic Failure

  • Gaps in animal welfare enforcement
  • Weak accountability mechanisms

Our Demands

We demand:

  1. Independent inquiry
  2. Disclosure of medical records
  3. Accountability of officials
  4. Accountability of residents reporting about dog threats
  5. Stronger enforcement of animal welfare laws

Closing

Justice must extend to those who cannot speak.

  • Who is truly at fault - the individual complaint, the authority's action, or a system that allows such outcomes?
