Indiana election laws are not optional. They should not be ignored when politically connected candidates, elected officials, or party insiders are accused of violating them.

On or about April 25, 2026, during the early-voting period for the May 5, 2026 Indiana Primary Election, Mikeal Vaughn and Kristi Grabowski allegedly engaged in electioneering activity in or near a restricted voting area in Madison County, Indiana.

A formal complaint was filed. Yet instead of the complaint being properly adjudicated based on the evidence, the alleged electioneering has been ignored.

Even worse, I believe I was retaliated against for turning in Mikeal Vaughn and Kristi Grabowski. After I filed election complaints, organizations, party insiders, and elected officials gathered to make false and damaging claims against me. Their statements were then used to attack my character, damage my reputation, and remove me from participation as an elected Indiana Republican State Convention Delegate.

I have been a whistleblower in Madison County since the 2020 election, when I raised concerns after Russ Willis allegedly allowed a Democrat to run for office despite not meeting Indiana Code requirements. Since then, I have filed election complaints every year. Madison County and the State of Indiana have repeatedly failed to adjudicate my election complaints based on facts, evidence, and Indiana law.

Instead of addressing the underlying election complaints, District 5 expedited a false-light complaint against me that I believe was procedurally defective. That complaint was used to remove or punish me as a Republican Delegate, despite the fact that I was elected by 1,285 voters in Madison County.

This is not just about me.

This is about whether election laws apply equally to everyone.

This is about whether a citizen can file election complaints without being punished by political insiders.

This is about whether elected delegates can be removed through defective procedures, hearsay, false statements, and political retaliation.

And this is about the 1,285 voters whose votes were effectively disregarded when District 5 failed to provide meaningful procedural due process and moved against an elected delegate instead of addressing documented election complaints.

We are calling on the State of Indiana, the Indiana Election Division, the Indiana Secretary of State, the Indiana Attorney General, the Madison County Prosecutor, and the Madison County Election Board to take immediate action.

Additional footage and documentation also raise serious concerns about the way the Republican Party District 5 handled the complaint against me.

Instead of requiring a fair, fact-based process, District 5 allowed a complaint against me to be expedited while my underlying election complaints remained ignored. The process was procedurally defective, politically motivated, and fundamentally unfair.

District 5 allowed false witness testimony, cropped imagery, Facebook posts, hearsay, and misleading claims to be used against me. I was not given a fair opportunity to review, respond to, or rebut the surprise witnesses and evidence used during the proceeding.

This was a political sneak attack disguised as party discipline.

Even more disturbing, two elected officials made statements on the record implying that I was the kind of veteran who would shoot people in council chambers. Those statements were false, reckless, defamatory, and deeply harmful. They weaponized my veteran status, PTSD, and mental health in order to create fear, justify retaliation, and discredit me as an elected delegate.

That should concern every veteran, every voter, and every taxpayer in Indiana.

Attacking veterans with PTSD, using mental health stigma as a political weapon, and allowing elected officials to lie in order to overturn the will of voters violates the basic principles of fairness, due process, and representative government.

The voters of Madison County made their choice in the May 5, 2026 primary. I was elected as an Indiana Republican State Convention Delegate by 1,285 voters. Political insiders and elected officials should not be allowed to discount those votes simply because they did not like the outcome of the primary election.

Every voter and taxpayer should be alarmed when elected officials can use false claims, cropped images, surprise witnesses, and political influence to punish a whistleblower instead of addressing the original election law complaints.

This is bigger than one party. This is bigger than one delegate seat.

This is about whether voters still matter.

This is about whether election complaints are investigated or buried.

This is about whether elected officials can lie on record, weaponize mental health, attack veterans, and use party machinery to erase the votes of citizens.

And this is about whether Indiana still respects the basic fabric of a Constitutional Republic operating within a democratic society.

We demand:

  1. A formal investigation into the alleged April 25, 2026 electioneering by Mikeal Vaughn and Kristi Grabowski.

        2. A review of all photo, video, witness, and documentary evidence.

        3. A written explanation as to why Madison County and the State of Indiana have failed to adjudicate                     election complaints based on the facts.

        4. A determination of whether Indiana electioneering laws were violated.

        5. Referral for criminal review if the evidence supports charges.

        6. A review of whether selective enforcement occurred in Madison County.

        7. A impartial review of whether Nicole “Schuyler” Kapuscinski was retaliated against for filing election                            complaints and acting as an election whistleblower.

        8. A review of whether District 5 violated procedural due process by expediting a defective false-light                     complaint to remove an elected delegate.

        9. Written findings explaining what action will be taken to protect election complainants, candidates,                      voters, and elected delegates from retaliation. 

Election laws must apply equally to candidates, elected officials, party insiders, campaign workers, county or city attorneys, and ordinary citizens.

The chute is not a campaign zone.

Early voting locations are not campaign zones. Political insiders should not be protected from accountability. And citizens should not be punished for filing lawful election complaints.

Please sign this petition demanding accountability, equal enforcement, protection for whistleblowers, and justice for the 1,285 Madison County voters whose votes deserve to be respected.

I. Purpose of Petition
We, the undersigned citizens, voters, and concerned residents of Indiana, respectfully petition the State of Indiana and all appropriate election enforcement authorities to investigate, refer, and pursue appropriate enforcement action regarding alleged electioneering violations committed by Mikeal Vaughn and Kristy Grabowski on or about April 25, 2026, in Madison County, Indiana.

This petition further requests review of whether the continued refusal to adjudicate or investigate formal complaints has created unequal enforcement of Indiana election law and whether subsequent efforts by Mikeal Vaughn to have Nicole “Schuyler” Kapuscinski removed or punished as an Indiana Republican Delegate constitute retaliation for filing election complaints.

Indiana law and official election guidance define electioneering as verbal or written support or opposition to a candidate, party, or public question appearing on the ballot. The 2026 Indiana Election Day Handbook states that electioneering includes verbal statements, written statements, signs, buttons, placards, clothing, or candidate/party displays, and that electioneering within the polls or the chute is a Class A misdemeanor.

 
II. Legal Basis
Indiana election guidance provides that a person commits electioneering when they engage in campaign-related support or opposition within the polls or the chute. The handbook specifically states that electioneering includes support or opposition to a candidate, political party, or public question, including candidate names, pictures, photographs, likenesses, signs, buttons, placards, or party references.

Indiana’s 2026 Election Day Handbook also explains that the chute is a designated 50-foot area for voters entering the polling location, beginning at the entrance to the room where voting takes place.

The same handbook further states that unauthorized persons, including party volunteers, precinct committeemen without credentials, and elected officials not otherwise authorized, are not allowed in the polling place or chute merely because of their political or official status. Unauthorized persons must be told to leave the polls or chute immediately.

Because electioneering inside the polls or chute is treated as a Class A misdemeanor under Indiana election guidance, the failure to investigate credible complaints undermines public confidence in election enforcement.

 
III. Factual Allegations
On or about April 25, 2026, during the 2026 primary election period in Madison County, Indiana, Mikeal Vaughn and Kristy Grabowski allegedly engaged in conduct that appears to constitute electioneering within or near the legally protected chute area.

The allegations include, but may not be limited to:

Campaign-related activity within or near the restricted voting area/chute.


Candidate or political advocacy in proximity to voters entering or exiting the polling location.


Conduct that allegedly occurred while other candidates and voters were expected to comply with chute and electioneering restrictions.


Unequal enforcement where some individuals were corrected or ordered to move while others were allegedly permitted to continue prohibited activity.


A formal complaint or complaints being filed and then ignored, delayed, or not properly adjudicated by the responsible election authorities.


The complainant, Nicole “Schuyler” Kapuscinski, has previously filed multiple election complaints with local and party authorities. Those complaints have allegedly not been properly investigated, adjudicated, or referred for enforcement.

 
IV. Retaliation Concern
This petition also raises a separate but related concern: after Nicole “Schuyler” Kapuscinski filed election-related complaints, Mikeal Vaughn allegedly initiated or supported efforts to have her removed, punished, or disqualified from participation in the Republican Party as an Indiana Delegate.

This appears retaliatory in nature because the attempted punishment follows the filing of election complaints involving the same political environment and some of the same individuals.

The State of Indiana, the Indiana Election Division, the Secretary of State, the Attorney General, the Madison County Prosecutor, and Republican Party officials should review whether the timing and nature of these actions create an appearance of retaliation, intimidation, witness interference, or political punishment for engaging in protected complaint activity.

Filing an election complaint should not result in selective punishment, party retaliation, or unequal treatment by political insiders.

 
V. Requested Action
We respectfully request that the State of Indiana and all appropriate authorities take the following action:

Open a formal investigation into the alleged April 25, 2026 electioneering by Mikeal Vaughn and Kristy Grabowski.


Review all photo, video, witness, and documentary evidence submitted by Nicole “Schuyler” Kapuscinski and any other witnesses.


Determine whether the alleged conduct violated Indiana electioneering law and whether criminal referral or prosecution is warranted.


Refer the matter to the Madison County Prosecutor or other appropriate prosecuting authority for review of potential Class A misdemeanor electioneering charges.


Review the Madison County Election Board’s handling of the complaint to determine why the matter has not been adjudicated or referred.


Review whether there has been selective enforcement of chute rules, polling-place restrictions, or electioneering rules in Madison County.


Investigate whether Mikeal Vaughn’s effort to remove or punish Nicole “Schuyler” Kapuscinski as an Indiana Delegate is retaliatory because of her election complaints.


Issue written findings explaining what action was taken, what evidence was reviewed, and whether prosecution, referral, or administrative discipline will occur.
 
VI. Public Integrity Statement
Election laws cannot be enforced selectively.

If one candidate, voter, campaign, or complainant is held to strict enforcement while others are allowed to campaign inside restricted polling-place areas without consequence, public trust collapses.

The law must apply equally to political insiders, elected officials, candidates, challengers, delegates, party officers, and everyday voters.

Madison County voters deserve a fair, transparent, and enforceable election process. Ignoring electioneering complaints while punishing the person who filed them creates the appearance of retaliation, corruption, and unequal justice.

 
VII. Petition Demand
Therefore, we, the undersigned, respectfully demand that the State of Indiana, the Indiana Election Division, the Indiana Secretary of State, the Indiana Attorney General, the Madison County Prosecutor, and all appropriate election authorities take immediate action to investigate the alleged April 25, 2026 electioneering by Mikeal Vaughn and Kristy Grabowski and determine whether charges should be filed.

We further demand that the alleged retaliation against Nicole “Schuyler” Kapuscinski for filing election complaints be reviewed as part of the broader pattern of ignored complaints, selective enforcement, and political punishment.
