Demand immediate action for Jacobs House in Plaistow-Severe Health and Safety Failures
The Issue
Too many of my friends have passed away in Jacobs House, and one of those deaths was suspicious enough to be reported to the police. Moreover, a heartbreaking incident occurred when a 6-year-old boy tragically fell from the 15th floor to his death. These tragedies highlight the severe neglect and inadequate response to reported repairs and safety hazards in Jacobs House. I have also identified a neighbour who lived above me, he was a vulnerable male who suffered with severe mental health problems and heart problems, Kier Starmer helped me, I sent him a letter regarding Flat 7 resident and he is now in a care home, well looked after.
The landlord has a legal duty to inform you of asbestos and also to provide you with an up to date report. This basic principle applies to buyers, buyers are also legally entitled to legally be notified of asbestos. The truth by Newham has been hidden from us for far too long. The only available report is dated back to 2007. We deserve justice.
What is also crusial for you to know is that the Borough was issued with C4 safety report. The worse health and safety you can possibly receive. The response from the Council was to upgrade kitchens, bathrooms and flooring. THIS WAS UNDER THE OLD ADMINISTRATION. I received an appointment for this and I have cancelled it and told them that the reason for this was "asbestos".
Prior to the pandemic, shortly after I moved into Jacobs House, 2019, Jacobs House had allocated garages to some residents. A planning application was submitted to the Council based on "emissions levels" which the garages "produced". The application was granted. I was told by a constructor that worked on the project that they were issues with material and funds were limited to what could have been a brand new high rise building for the residents of Newham. Instead, this constructor was removed from the project, the project put on hold and later the date replaced by a new constructor. The new built next to Jacobs House, 19 Wilson House and surrounding houses have been sold to a leaseholder. Prior to that, there was a public meeting, and a petition was signed by residents to stop the demolition of the garages. On a ratio of 9 out of 10 voted againts the petition.
People are slowly moving in. Three of the residents have been moved from Manor Park and One from Beckton all evictions. One couple that I met are privately renting out. The residents of Jacobs house face severe health harzards, safety hazards, overcrowding and loneliness.
Legislations:
Landlord and Tenant Act 1985 (Section 11): Requires landlords to keep the structure and exterior of the property in repair. Deteriorating asbestos that affects the structure is treated as a repair violation. This law is a valid law.
Under the Conservatives:
Control of Asbestos Regulations 2012: Mandates the identification and management of ACMs in properties built prior to 2000. This often requires an Asbestos Management Plan. [1, 2, 3]
Located in Plaistow, London, Jacobs House has been overlooked for far too long by the local authorities of Newham Borough. The building was constructed in the 1960s, a time when hazardous materials like asbestos were widely used as building materials, including at Jacobs House. Asbestos exposure is a known health risk, and yet this issue remains unaddressed, putting the residents' health at serious risk.
Beyond these alarming health hazards, there are currently 8 empty properties within Jacobs House, exacerbating the housing crisis by leaving potential homes unused. Moreover, a persistent malfunction with the building's exits poses another serious threat to the safety of residents and visitors alike. Despite repeated reports, action has been delayed and deferred far too often.
The City of London's Borough of Newham must urgently step in with responsibility and rectify these critical issues. We need firm action on landlord, tenant, and buyer rights to establish accountability and enforce necessary repairs and safety measures. This includes a thorough inspection for asbestos, a review of all structural integrity of the building, and ensuring safe, functioning exits and entrances immediately.
It's time for justice for Jacobs House residents. The authorities and stakeholders must no longer ignore the dire situation at Jacobs House. Act now to protect lives, uphold safety standards, and restore peace of mind for all affected.
