Despite several reports sent to the London Borough of Newham, they continue to send constructors to do building work in Jacobs House. I have witnessed several constructors from various backgrounds undertaking the work, especially from East Europe and England. 

One of them I personally hand delivered  a letter to the glass building in Beckton, notifying them to produce me with an up to date health and safety report within 48 hours. Several days has passed and they still have not responded, admitting any liability whatsoever. 

Yes they do have a duty to report, however their duty is nothing compared to the London Borough of Newham. These constructors just want to get paid and feed their families. 

Liability lays with London Borough of Newham.
