Hello,
I'm Dr. Ken Best, D.C. You signed my Change.org petition, “Demand Housing and Parking Standards at 3rd & Flores,” or you’re a friend or client who may want to support me.
I'm running for the Mid City West Neighborhood Council (MCWNC), and if you live, work, own property, or participate in a nonprofit within these boundaries, you can vote by mail—but you must request a ballot. If you signed my petition, you qualify to vote even if you don’t meet those criteria.

Petition Update:
As of January 1, 2025, AB 2712 prevents LA from issuing preferential parking permits to residents of Transit Priority Developments (like 3rd & Flores – City approved 77 apartments with no parking). While this doesn’t reinstate parking minimums, it will keep 92% of cars from these projects off our permit-protected streets.
This law was sponsored by Friends of Historic Miracle Mile, using our petition to gain legislative support. The logic? If the State says these developments don’t need off-street parking, they shouldn’t get street permits either.
There’s more work to do for parking and quality-of-life issues. That’s why I’m running—to fight for sane policies and holistic solutions.
Please register to receive a ballot and vote for me!
All the best.
Ken Best, DC
