Demand Greenwich to Limit Construction Times & Noise
The Issue
We are long-suffering residents who have been living close by a residential construction site that has wreaked havoc in our part of Greenwich. For more than a year and a half, our neighborhood has endured excessive noise, dirt, and debris, caused by continuous residential construction on 151 Hamilton Avenue /Charles Street. It has resulted not just in a noise nuisance but also made the street unsightly.
This, seemingly, never ending project will only get worse when construction begins at 177 Hamilton Avenue for a 10 unit mixed use building....although the timeline for that seems to be shorter than the 18 months the owner of 151 Hamilton Avenue has taken for a modest single dwelling.
This logistical nightmare is not an isolated incident in our town. Many residents have reported similar ordeals associated with lengthy and noisy construction activities. Besides the annoyance and inconvenience, excessive noise pollution has been linked to negative health impacts, including stress-related illnesses, poor concentration, productivity loss, and communication difficulties.
We demand an end date on the construction mentioned above - and we propose a two-pronged change to our town's residential construction policy. Firstly, the construction hours on these sites need to be significantly reduced. Currently they are allowed to work SIX DAYS A WEElK: 7 am to 5 pm - 10 hours a day, and 8 hours on Saturday. At present, the prolonged hours not only disrupt our right to peaceful enjoyment of our homes - but also rob us of our well-deserved quiet mornings and part of our weekends. Secondly, the permissible decibel level for construction activities in residential areas needs to be drastically lowered. The drilling noise from the aforementioned construction at 151 Hamilton Avenue far exceeds/ exceeded the current high decibel levels in place.
In addition, it is crucial to set a time limit on building permits, to not exceed 6 months - unless in exceptional circumstances. This will ensure that projects are completed swiftly, with reduced impact on the surrounding residents.
By implementing these changes, our town could significantly decrease the disturbance to residential life and set a precedent for necessary change in construction norms, balancing development needs with respect for its citizens' peace and quiet.
