周日集会情况
8月23日（周日）下午，四百余名华人市民来到列治文市政府门前举行和平集会。
现场参与者举着“Justice for Liu”“程序正义，公权力需要边界”等中英文标语，并设置网上请愿二维码。多位市民轮流上台发言，讨论言论自由、程序正义、公权力边界，以及市政府在处理涉及普通市民的争议时，应当如何保障公平程序和充分回应的机会。
整个活动总体保持和平、理性和克制。
此次事件源于刘毅今年7月发表的一篇有关列治文市选及华裔投票参与的文章及其中使用的一张AI生成图片。图片引发有关族裔歧视和社区分裂的争议。
7月27日，列治文市议会通过 R26/14-10 动议，对相关信息表达反对，并要求市政府向 BC Human Rights Tribunal 转交此事进行审视。
而这一处理过程，也在华人社区引发了另一层讨论：
政府在面对一个普通市民的争议性言论时，公权力的边界在哪里？在作出公开谴责和采取进一步行动之前，当事人是否应当拥有充分陈述、回应和参与程序的机会？
这也是周日集会希望推动社会讨论的核心问题。
我们并不要求每个人对刘毅原文章、图片或政治观点持相同立场。
我们更希望坚持一个基本原则：
可以反对歧视，也可以批评任何人的观点；与此同时，对公权力的监督、程序正义以及公平表达的机会，同样值得被维护。

What happened at Sunday’s rally
On Sunday afternoon, August 23, over 400 members of the Chinese community gathered outside Richmond City Hall for a peaceful rally.
Participants held signs including “Justice for Liu” and messages calling for procedural fairness and appropriate limits on public authority. An online petition QR code was available at the site, and a number of residents took turns speaking about freedom of expression, due process, government accountability, and whether ordinary citizens should be given a fair opportunity to explain and respond when they become the subject of public action by government.
The rally remained peaceful and generally calm and respectful throughout.
The controversy began with an article published by Richmond resident Liu Yi in July about municipal elections and Chinese voter participation. The article included an AI-generated image that triggered criticism over race, discrimination, and division within the community.
Richmond City Council later passed Motion R26/14-10, expressing opposition to the content and directing that the matter be forwarded to the BC Human Rights Tribunal for review.
That decision has also raised a separate question within the Chinese community:
When a government responds to controversial speech by an ordinary resident, where should the limits of public authority be drawn? Before a public condemnation or further official action is taken, should the individual be given a meaningful opportunity to explain, respond, and participate in the process?
That was one of the central issues raised at Sunday’s rally.
We do not expect everyone to agree with Liu Yi’s original article, image, or political views.
The principle we hope people can consider is broader:
It is possible to oppose discrimination and criticize speech we disagree with, while also defending procedural fairness, appropriate limits on government power, and every citizen’s right to be heard.
