三、事实：看了什么？为什么是这个力度？
请公开表决前市议会拿到和考虑过的全部资料。市议会评估的是那张图片、那篇文章、后来的解释，还是几者一起？图片已更换，道歉已公开——为什么仍然需要采取正式行动，而且认为力度相称？
四、标准：以后同类事情怎么处理？
请公布处理同类事件的标准，并对所有居民、所有族裔、所有立场一视同仁。标准应包括：事实核实、事前通知、回应机会、纠正措施、公众参与，以及转交外部机构的条件和流程。
结语

R26/14-10 is a Richmond City Council resolution number. It is not a statute, a court file, or a Human Rights Tribunal case number.

It appears in the minutes of July 27, 2026. It was moved, discussed, voted on, and recorded as CARRIED.

Why this petition
Since the resolution passed, the community has been left with a set of basic questions.
What information did Council see? What was the decision based on? Did the resident directly affected get a chance to respond? What legal authority was used to send the matter to an outside body?
None of this has been explained publicly. Without clear answers, residents cannot participate meaningfully or hold anyone accountable.

Four questions for Council
1. Process — did the affected resident get a chance to respond?
Before Council acted — requesting an apology, publicly condemning the messaging, forwarding the matter to an outside body — was the identifiable resident notified? Was he given the materials and a fair chance to explain? If not, what procedure allowed Council to proceed anyway?
2. Authority — under what law, and in what capacity?
State the legal authority and the statutory process the City used to forward this matter to the BC Human Rights Tribunal. Was the City a complainant, an information provider, a referring party, or something else? Was a formal submission made? Did the Tribunal receive or accept it?
3. Facts — what was reviewed, and why this response?
Publish everything Council obtained or considered before the vote. Did Council assess the image, the article, the later explanation, or some combination? The image was replaced and an apology was made publicly. Explain why formal action was still necessary and proportionate.
4. Standards — what happens next time?
Publish the standards for handling similar matters, applied equally to all residents, all ethnic groups, and all viewpoints. They should cover fact-checking, advance notice, an opportunity to respond, corrective steps, public participation, and the conditions and process for referring a matter to an outside body.

Transparency is the floor for democratic government. Decisions should rest on clear facts, fair procedure, lawful authority, and standards that apply to everyone the same way.
