The Issue
Parents and taxpayers call for immediate probes by the Missouri State Auditor, Attorney General, and U.S. Department of Education OCR into government fraud, misuse of public funds, and systemic civil rights violations against disabled students.
We, the undersigned parents, taxpayers, and concerned citizens of Missouri, Kansas, and Illinois, demand an immediate investigation into Guin Mundorf LLC for allegedly using taxpayer dollars to falsify or omit disability-related records, thereby deceiving the State of Missouri and federal agencies about compliance with the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act. This is not mere error in documentation—it constitutes government fraud, the misuse of public education funds, and systemic violations of federal civil-rights laws that have harmed vulnerable disabled children.
Guin Mundorf LLC markets itself as a trusted school-law firm providing “compliance” advice to numerous public school districts across Missouri, Kansas, and Illinois. Yet evidence shows a disturbing pattern in at least one Missouri district (Pleasant Hill R-III) where the firm allegedly helped omit documented disabilities from official education records, deliberately excluded critical parent reports from a special-education referral, and billed taxpayers for services that appear to enable violations of federal IDEA and Section 504 laws rather than ensure compliance.
Specific documented facts affecting a disabled child in the Pleasant Hill R-III School District include:
- Pleasant Hill R-III school district attorney Shellie Guin billed for work directly tied to an IEP/special-education referral.
- Critical parent reports of the disabled child’s blindness and deafness were documented in the district’s own “summary” of the child’s records, also created and billed for by Guin.
- Those reports were then completely omitted from the official “Request for Consideration for Initial Special Education Evaluation” (Vision and Hearing boxes left unchecked; description of concerns boxes left blank; the form falsely claimed to incorporate full parent input).
- Shellie Guin personally signed a June 4, 2021 letter, produced to the Missouri Department of Elementary and Secondary Education (DESE), enclosing this allegedly falsified IEP referral to defend the district against a parent’s Child Complaint.
- The district, in early 2026, refused to amend the IEP referral under FERPA to include the omitted parent input and, as of March 24, 2026, has not responded to the parent's request for a hearing.

This was not a clerical mistake. It appears to be a calculated effort to avoid providing required special-education services while continuing to bill school districts — and therefore taxpayers — for legal services. If this pattern exists elsewhere, hundreds of disabled children across Missouri, Kansas, and Illinois may have been systematically denied their federal rights while taxpayers funded the cover-up.
Such conduct raises serious questions of misuse of public funds, potential fraud, and violations of professional ethics. Parents and school boards rely on these attorneys to protect compliance with disability laws — not to help circumvent them.
Shellie Guin is no stranger to parents and board members raising ethics concerns. In 2016, while representing the Lee’s Summit R-7 School District, her romantic relationship with the district superintendent became public, sparking widespread criticism, conflict-of-interest complaints, the superintendent’s administrative leave, and his eventual resignation. We therefore demand:
- The Missouri State Auditor open an immediate whistleblower audit of Guin Mundorf LLC’s billing records and legal services to all Missouri school districts (with coordination to Kansas and Illinois auditors where applicable), focusing on waste, fraud, and abuse of tax dollars used to produce allegedly falsified special-education and Section 504 records, and summaries/timelines of student records that do not match original records.
- The Missouri Attorney General – Public Counsel Division investigate under its authority over government integrity, misuse of public funds, and deceptive practices affecting the state budget and the rights of disabled students.
- The U.S. Department of Education Office for Civil Rights (OCR) and the U.S. Department of Justice Civil Rights Division investigate systemic violations of IDEA, Section 504, and ADA Title II through fraudulent record-keeping that denies children a free appropriate public education (FAPE).
- The Missouri Office of Chief Disciplinary Counsel investigate Shellie Guin and Guin Mundorf LLC attorneys for professional misconduct and ethical violations.
- All agencies coordinate any findings with a potential False Claims Act (Qui Tam) review, because school districts may have received federal/state funding while falsely certifying IDEA/Section 504 compliance.
To every parent of a disabled or special-needs child in Missouri, Kansas, and Illinois: review your child’s records now and report similar omissions. Then demand that your school boards immediately disassociate from Guin Mundorf LLC. Our children’s futures cannot be sacrificed on the altar of billable hours and cover-ups.
