Demand for the Immediate and Unconditional Withdrawal of Eritrean Defense Forces (EDF) from Western and Eastern Tigray, and Amhara Fano Expansionist Forces from Western and Southern Tigray, and the Protection of Civilian Sovereignty
The Issue
Reports of invasion, occupation, and continued human rights abuses:
Eritrea Expands Hold On Irob, Gulomahda Amid Tigray Political Feud, Federal Inaction | The Reporter Ethiopia
Statement of Purpose:
The people of Tigray have endured unimaginable suffering and seek a future defined by peace, not perpetual conflict.
We, the undersigned, call for the immediate and unconditional withdrawal of Eritrean and Amhara Fano expansionist forces from all internationally recognized territories of Tigray, Ethiopia. The continued presence of these forces remains a primary barrier to lasting stability, regional rehabilitation, and the pursuit of justice.
Historical Record of Atrocities (2020–2022)
For the sake of history and the preservation of truth, we document the conduct of Eritrean Shaebiya (PFDJ), Amhara Fano expansionist forces, and Ethiopia’s Defense Forces during the conflict.
The presence of Eritrean forces was marked by systematic violence designed to dismantle the social and biological fabric of the Tigrayan people.
Widespread Sexual Violence
Eritrean forces and Amhara Fano expansionists perpetrated large-scale sexual violence against Tigrayan men, boys, girls, mothers, and elders. These acts were not isolated incidents of war, but part of a coordinated campaign that has left deep and lasting physical and psychological scars across generations.
Documented Intent
Survivors and witnesses have reported chilling rhetoric used by occupying forces to justify their actions. One message reportedly left by these troops, carried as a haunting reminder by many families, states:
“The Asmara children are heroes. We remember what you did in the 1990s. From today onward no Tigrayan woman will bear a child by a Tigrayan man. We are the avengers. Do not show mercy, kill them, rape them all.”
This testimony is recorded to honor the survivors and victims, ensuring that the gravity of these crimes is neither denied nor forgotten.

Ongoing Humanitarian Crisis
Reports indicate the continued use of starvation as a method of extermination among Internally Displaced Persons (IDP) populations in Tigray:

The Mandate for Peace
The people of Tigray do not want war. After years of devastation, the urgent priority must be:
Restoration of constitutional order
Safe and dignified return of Internally Displaced Persons (IDPs) to their homes in Western and Eastern Tigray
Key Concerns
Sovereignty:
Foreign military intervention by Eritrea undermines territorial integrity and violates international law.
Humanitarian Protection:
The continued presence of these forces obstructs aid delivery and prevents independent investigations into human rights violations.
End to Alliances of Conflict:
We strongly oppose any political arrangements or “unholy alliances” between TPLF leadership and the Eritrean government (Shaebiya) that disregard the will, safety, and dignity of the Tigrayan people. Transparency and accountability are essential.
Our Demands
1. Complete Withdrawal
We demand the immediate withdrawal of:
Eritrean Defense Forces from Western and Eastern Tigray and all occupied territories
Amhara Fano expansionist forces from Western and Southern Tigray
2. International Oversight
We call upon the African Union (AU) and the United Nations (UN) to deploy independent monitoring mechanisms to verify the withdrawal of foreign forces and ensure border security.
3. Accountability for Atrocities
We request a comprehensive, independent international investigation into crimes committed between 2020 and 2022, ensuring accountability under international law for those responsible for the Tigray genocide.
4. Civilian-Led Recovery
We advocate for a peace process centered on the voices and needs of Tigrayan civilians and survivors, rather than armed factions or external political interests.
Closing Statement
“The path to healing begins with the departure of those who brought destruction. We stand for a Tigray free from foreign occupation, sexual violence, and political betrayal.”
Signatory Support
