Demand for the Immediate Administrative Leave of Clint Curtis and Brent Turner

The Issue

We, the undersigned concerned residents and registered voters of the County of Shasta, hereby petition the Board of Supervisors to take immediate and decisive action to protect the integrity of our elections and restore public trust in our county government.

Recent events and publicly available evidence have raised serious allegations of election misconduct involving Registrar of Voters (ROV) Clint Curtis and Assistant Registrar of Voters (AROV) Brent Turner. Allowing these individuals to continue to oversee our county's election processes while under such a serious cloud of suspicion is untenable and represents a grave threat to the democratic process in Shasta County.

The public's trust in the Elections Office is shattered. With the evidence that is now in the public domain, any election result certified under the authority of Mr. Curtis and Mr. Turner is inherently tainted. They can no longer be trusted with the sacred duty of managing our elections.

We therefore demand that the Shasta County Board of Supervisors fulfill its duty to the people of this county by immediately placing Clint Curtis and Brent Turner on paid administrative leave until a comprehensive, independent, and transparent investigation into these allegations has been completed.

This demand is based on the following authorities and principles:

  1. The Board's Inherent Supervisory Authority: The Board of Supervisors has a fundamental responsibility to supervise the conduct of county officers and ensure the faithful performance of their duties as required by California law.
  2. The Shasta County Charter: While the Charter does not specify a procedure for this exact situation, Section B.2 explicitly states: "Unless otherwise enumerated and described in this Charter, the County of Shasta shall comply with existing County Ordinances defined in Shasta County Code, County Administrative Policies, and general law requirements..." This provision obligates the Board to act in accordance with established policies and laws governing employee misconduct.
  3. The Board of Supervisors' Code of Conduct: The Board has adopted a Code of Conduct committing its members to "the highest ideals of honor, integrity, and due diligence." Upholding the integrity of our election system is the most critical diligence the Board can perform. Allowing officials under investigation for election fraud to remain in their posts is a clear violation of the spirit and intent of this code and an abdication of the Board's duty to maintain public trust.
    California General Law: State law provides for the removal of public officials for official misconduct. The Board has a duty to take interim steps, such as placing an official on administrative leave, to protect the public interest and the integrity of government operations while an investigation proceeds.
  4. Violation of Federal Law: If the investigation confirms that the ROV and AROV were involved in falsifying signature thresholds to qualify an initiative for the ballot, it would constitute a serious violation of federal law. Specifically, 18 U.S.C. § 241 (Conspiracy Against Rights) makes it a felony for two or more persons to conspire to injure or oppress citizens in the free exercise of any right or privilege secured to them by the Constitution or laws of the United States, including the right to a fair and legitimate election and initiative process. The possibility of county election officials being guilty of a federal crime that undermines the democratic process is unacceptable and makes their continued oversight of elections untenable.
  5. The integrity of our elections is the bedrock of our republic. The people of Shasta County must have absolute confidence that their votes are counted fairly and that the officials in charge are beyond reproach. That confidence is currently broken

We urge you to act without delay. Place Mr. Curtis and Mr. Turner on administrative leave and initiate a full investigation. Failure to do so will be a dereliction of your duty and will cause irreparable harm to the public's faith in our county government.
