Subject: Concerns Regarding Mandated Price Increase for Tulare District - California Hot Springs, CA
Dear Mr. O'Farrell,
As a long-time resident of the California Hot Springs area, I recently received a notice in the mail regarding a mandated price increase of $106.00+ per month to be added to my water bill. I must express my shock at both the substantial dollar amount and the reasons provided, particularly considering the recent challenges in our community and the apparent lack of disclosure to residents.
My concern is further heightened by the absence of public records estimating Del Oro Water Company's customer count for the 93207 area and the number of customers expected to benefit from this state-mandated upgrade. Additionally, I have been unable to locate any proposals submitted to the Public Utility Commission outlining the project and its associated infrastructure improvements. Moreover, I have not come across any public notice or information about a public hearing that provided residents with the opportunity to voice their concerns, leaving our community without a platform to express their opinions. Given the limited information available, I am left wondering how a small group of residents could significantly impact and escalate the costs of such a project.
According to the Demographics of California, the 93207 area has approximately 300 residents, presenting limited options for water delivery. The current $68.00 per month for readiness, amounts to approximately $20,400 per month or $244,800 per year, which is meant to support maintenance and infrastructure. However, in light of the damages caused by the 2022 storm, it appears that the effectiveness of the maintenance and infrastructure investments is questionable.
If the proposed increase of $106.00+ per month is approved, Del Oro Water Company's customers would collectively contribute an estimated $381,000 per year for readiness fees, supporting a project with an estimated cost of $400,000. To gain a better understanding and address the concerns of the residents, I kindly request more accurate figures and a detailed description of the proposal be made available to all Del Oro Water Company customers.
It would be highly beneficial if Del Oro Water Company could furnish the residents in the affected area with comprehensive details about the public project. Given that this project is likely a government agency's bid project, which may have been open for bidding without the residents' awareness, it is imperative for transparency. We would greatly appreciate the opportunity to review the specifics of the proposed work, as well as obtain copies of all public hearing and written notices that were not disclosed to our community. We believe transparency and communication are crucial elements in fostering a positive relationship between the company and its customers. Currently, it appears that Del Oro Water Company is moving towards establishing a utility monopoly in our area, similar to the way Pacific Gas & Electric operates throughout most of the state.
Thank you for your understanding, I look forward to Del Oro Water Companies response in this matter.
