Demand Congress End the Electoral College — Make Every Presidential Vote Count

The Issue

The President of the United States should be chosen by the voters.

But under the Electoral College, winning the most votes nationwide does not guarantee winning the presidency. That is not hypothetical: in both 2000 and 2016, the candidate who received fewer popular votes won a majority of electoral votes and became president.  That's a problem not on a partisan level, but on a democracy level.

The system also gives voters unequal influence through the allocation of electoral votes. Every state receives electoral votes corresponding to its total number of senators and representatives, meaning every state starts with two electoral votes regardless of population. According to the 2020 Census, California had more than 39.5 million residents while Wyoming had fewer than 577,000, yet both states receive those two Senate-based electoral votes in addition to their House-based votes.

Americans should not have to wonder whether the candidate who receives the most votes will become president. Every voter, whether they live in California, Wyoming, Florida, Texas, or anywhere else in the country, should have their ballot counted toward the same national result.  A Republican in California shouldn't feel that their vote for President is meaningless, just as a Democrat in Oklahoma shouldn't.  You want to talk about improving voter turnout in this country?  Guaranteeing one voter = one counted vote for their candidate of choice, is a great way to inspire participation in our elections.

We call on Congress to propose a constitutional amendment replacing the Electoral College with direct election of the President and Vice President by the American people, with the candidates receiving the required nationwide popular vote result winning the election.

Changing the Electoral College requires changing the Constitution. Under Article V, an amendment proposed by Congress requires approval by two-thirds of both the House and Senate and ratification by three-fourths of the states.

Congress should begin that process.
