🏚️ 5426 Dowagiac Drive is more than just an eyesore — it’s a dangerous nuisance property that puts neighbors, families, and vulnerable residents at risk.
📍 This property has been a hotspot for:
- Repeated code violations for trash, debris, and unsafe living conditions.
- 14 documented calls for service with the Jacksonville Sheriff’s Office for disturbances, domestic violence, weapons calls, and suspicious activity.
- Animal Control reports of unmanaged feral cat colonies and sick, suffering animals.
- Known convicted sex offenders residing on-site without proper supervision.
📂 The City of Jacksonville has already issued multiple nuisance violation notices. The most recent case (#2025-9673434) gave the owners and property manager until June 26, 2025 to fix the violations — they ignored it. Abatement has been forced onto taxpayers yet again.
⚖️ We, the undersigned residents and concerned community members, demand:
1️⃣ The City of Jacksonville formally declare 5426 Dowagiac Drive a chronic public nuisance under municipal code.
2️⃣ Enforce daily fines, liens, and forced abatement with no extensions.
3️⃣ Apply the fullest extent of the nuisance property laws — including forced removal of problem tenants to protect public safety.
4️⃣ Hold the property owner (Jessica Hillyer) and property manager (Charlie Hillyer) fully accountable for the continuing damage to this neighborhood.
🗣️ Why This Matters:
Unsafe nuisance properties drive down property values, endanger children and seniors, spread disease, attract criminal behavior, and erode trust in our city’s enforcement process.
